Job Description

Under the overall guidance of the Head of Office  and the direct supervision of the AVRR Finland Project Coordinator, the Project Associate will participate, in the implementation of AVRR programme and project activities. In particular, s/he will:

Responsibilities

  1. Participate in coordinating and executing assigned Assisted Voluntary Return and Reintegration project(s) in compliance with internal guidelines, donor regulations and other relevant national legislation;
  2. Provide general training and case-specific guidance to team members on AVRR case processing and IOM operational guidelines, including MiMOSA (Migrant Management Operational System Application), and oversee practical return arrangements as required; 
  3. Act as a focal point for beneficiaries in vulnerable situation, including Victims of Trafficking;
  4. Contribute to monitoring and evaluation (M&E) to ensure full compliance with project indicators, carry out any needed administrative tasks related to M&E, including but not limited to, establishing and maintaining M&E files and data, collecting and recording beneficiaries’ data and other supporting documentation;
  5. Assist in coordinating airport assistance provided at Helsinki-Vantaa airport, including compiling weekly overviews of AVRR departures and staff assigned to assist with departures, preparing advance notices of cash payments at Helsinki-Vantaa airport for the Admin/Finance department;
  6. Process AVRR referrals, including obtaining valid travel documentation from and liaising with relevant embassies, arranging return travels and confirming departures and arrivals to relevant authorities, assisting the returnees at the airport as needed, arranging for disbursement of reintegration support payments at the Helsinki-Vantaa airport and through IOM missions in countries of origin, and maintaining the collection of AVRR data, both electronic and hard copies;
  7. Assist in responding to written and oral enquiries from authorities and/or from AVRR clients and their representatives regarding voluntary return and reintegration from Finland to the country of origin;
  8. Participate in outreach to project partners and beneficiaries, as requested by the donor, including giving presentations in meetings and information sessions;
  9. Perform other related duties as assigned

Qualifications

Education

  • University Degree preferable in Social Science or Development studies with three years of relevant professional experience or
  • Completed High School degree from an accredited academic institution, with five years of relevant professional experience/training.

Experience 

  • Experience in working in a projectized organization and/or in project implementation/management;
  •  Experience in drafting project documentation in Finnish and English;
  • Relevant work experience in the area of migration, and in particular familiarity with migrant counselling, Assisted Voluntary Return and Reintegration, assistance to vulnerable migrants or Victims of Trafficking in Human Beings, is considered advantageous; 
  • Experience in results-based management approaches and/or monitoring and evaluation is considered advantageous

Skills

  • Good knowledge of MS Office Application, especially Excel;
  • Social and team working skills in particular in intercultural settings;
  • Analytic skills and understanding of data needs for monitoring and evaluation;
  • Organisational and multi-tasking skills required in fast-paced operational environments.


Languages

  • Fluency in Finnish and English is required. 
  • Working knowledge of Swedish is desirable and knowledge  of languages spoken by main AVRR beneficiary groups in Finland is advantageous.
