Job Description

Context
 

Under the overall supervision of the Senior Migration Data Programme Coordinator and direct supervision of the Senior DTM Operations Associate; the incumbent will be responsible for the following activities in accordance with IOM procedures and guidelines. 

Responsibilities

  1. Support the planning, coordinating, and follow-up of MPM field operations and data collection activities across designated provinces.
  2. Provide guidance and follow-up with Team Leaders and Enumerators to facilitate smooth, timely, and quality implementation of data collection activities in line with IOM standards and methodologies.
  3. Contribute to the preparation of monthly field deployment plans, in coordination with programme staff in Ankara, to support comprehensive coverage of sites.
  4. Coordinate the data collection cycle, maintaining integrity, consistency, and compliance with agreed SOPs and IOM’s Data Protection Principles.
  5. Collaborate with IM staff to validate, clean, and prepare field data for integration into IOM’s database systems.
  6. Contribute to quality control by reviewing, verifying, and providing feedback on incoming data from field teams.
  7. Follow up on data entry by field staff, addressing inconsistencies or issues in a timely manner.
  8. Guide and support Team Leaders in strengthening their capacity to coordinate field teams and address challenges.
  9. Deliver on-the-job training for field staff on data collection protocols, digital tools, and quality assurance procedures.
  10. Follow up on the work of field staff and review their performance providing technical guidance in line with project goals and deadlines.
  11. Prepare detailed field activity reports with recommendations on process improvements, security issues, or operational challenges.
  12. Contribute to analytical summaries or visualizations based on field trends, gaps, or urgent needs, in collaboration with the IM and programme teams.
  13. Act as the focal point for field-level coordination with local stakeholders and partners during data collection missions, including emergency deployments.
  14. Participate in and support rapid response missions as required, contributing to effective and secure data operations.
  15. Support the organization of programme meetings, workshops, or field events.
  16. Maintian proper documentation, archiving, and secure storage of all collected data and related material.
  17. Contribute to the alignment of activities with IOM’s ethical standards and data protection principles.
  18. Perform any other related duties as mat be assigned by the supervisor and MPM Programme Officer.

Qualifications

Education
  • High school diploma with six years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Background in field coordination, analysis, and reporting.
  • Familiarity with mobile data collection technologies and GPS an advantage.
Skills
  • Ability to verify, clean and process data.
  • Computer knowledge use including Microsoft Office, Access, Google Earth and ability to use internet and email. 
  • Knowledge of Open Data Kit (ODK) applications and use of PDAs.
  • Good knowledge of the geography of Turkey.
Languages
  • For this position, fluency in English and Turkish is required. 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
