Job Description
Under the overall supervision of the Chief of Mission and the direct supervision of the Migration and Integration Management Officer NO-A, the incumbent will be responsible for supporting the planning, coordination, implementation, monitoring, and evaluation of the activities of the Department of Mobility Pathways and Inclusion (DMI).
IOM Ecuador implements programs that promote socio-economic and socio-cultural inclusion, the integration of people in situations of human mobility and host communities, and the strengthening of regular labor migration alternatives. Within this framework, the Associate will play a key role in liaising with government institutions, the private sector, civil society, and international partners, contributing to the implementation of policies and programs that safeguard rights, strengthen social cohesion, and promote development opportunities.
Responsibilities
1. Support the implementation, monitoring, and evaluation of activities of various programs related to labor migration and socio-economic inclusion at the national and local levels, ensuring alignment with IOM’s strategic priorities.
2. Provide support in the implementation and monitoring of projects and activities at the national and local levels related to social, economic, microfinance, educational, and socio-cultural inclusion, territorial cooperation and engagement, mainstreaming migration, and border management of migrants and their host communities, in close collaboration with other thematic units of IOM Ecuador.
3. Assist in the implementation, and monitoring of activities within the Integration sector (socioeconomic, sociocultural, and labor migration) under the framework of the Department of Mobility Pathways and Inclusion (DMI), in coordination with institutional, community, and private sector counterparts.
4. Draft and consolidate periodic progress reports (weekly, monthly, semi-annual) and support the preparation of reports for donors and partners.
5. Systematize and collect lessons learned and good practices, contributing to knowledge management, innovation, and strategic decision-making processes.
6. Participate in coordination meetings with local authorities, cooperation partners, the private sector, UN agencies, and other key stakeholders.
7. Support the preparation of terms of reference for consultants, contractors, and procurement processes for goods and services, in coordination with the administrative area of the projects, the procurement unit of the IOM office, and sub-offices.
8. Maintain an up-to-date mapping of local stakeholders and their respective contacts.
9. Provide technical assistance and follow up to implementing partners, reporting progress, challenges, or delays to the supervisor.
10. Support monitoring processes of agreements and report findings or deviations in implementation. Contribute to the logistical and administrative organization of meetings, workshops, trainings, and community dialogues.
11. Coordinate with financial and administrative units on budget monitoring of activities, verifying fund availability and updating budget-related information.
12. Perform any other functions assigned in line with his/her competencies.
Qualifications
- University degree in Social Sciences, Political Science, International Relations, Development Studies, Migration, Human Rights, Administration, or other related fields, with at least three (3) years of relevant professional experience; or
- High school diploma with at least five (5) years of relevant professional experience
- Previous experience in projects related to socio-economic inclusion, migration, socio-cultural integration, or humanitarian programs.
- Experience in coordination with government actors, the private sector, civil society, United Nations agencies, and donors.
- Experience in project monitoring and evaluation, agreement management, and report preparation.
- Experience in organizing workshops, training sessions, and community activities.
- Desirable experience in projects with a focus on peace, stabilization, human rights, or labor migration.
- Desirable experience in IOM administrative and financial processes.
- Excellent command of computer applications: Word, Excel, PowerPoint, and online tools, with the ability to consolidate data, prepare analytical reports, and develop presentations for partners and donors.
- Strong interpersonal and communication skills, with experience in coordinating and liaising with government counterparts, external partners, and community actors.
- Solid knowledge of administrative, financial, and logistical procedures applied in project management, with the ability to oversee processes and provide guidance to colleagues.
- Experience in collecting, systematizing, and analyzing program information, producing strategic inputs for reports and decision-making.
- Strong organizational skills, with the ability to prioritize and manage multiple tasks in dynamic contexts.
- Understanding of IOM’s mandate on socio-economic integration and labor migration, as well as UN programming frameworks and bilateral donor requirements.
- All candidates must be fluent in Spanish (oral and written).
- Working knowledge of English.
