Job Description
IOM Cambodia is implementing multiple projects across key thematic areas, including migrant protection and assistance, labour mobility and social inclusion, migration health, and immigration and border governance. In response to the recent border crisis between Cambodia and Thailand, IOM Cambodia is delivering urgent humanitarian assistance, supporting early recovery efforts and providing comprehensive reintegration support for returning migrants, and monitoring migration flows and humanitarian needs.
To effectively support its response effort, IOM Cambodia is deploying research initiatives and data collection to improve access to reliable and up-to-date data on the movements, locations, conditions, and needs of displaced population. The direct target beneficiary are internal displaced persons affected by recent border conflict between Cambodia and Thailand as well as movement of returnees from Thailand (estimated to be over 900,000 individuals).
Responsibilities
- Contribute to the design and localization of global data collection tools, ensuring they align with local needs and requirements.
- Provide training and ongoing support to field staff on data collection and analysis methods, aligning with IOM's data collection methodologies and tools.
- Coordinate field data collection with the field enumeration team(s) and perform quality checks on the data collected to facilitate the mapping and analysis of displacement and return data for all relevant programs in the mission.
- Support the development, implementation, and management of field reporting mechanisms and data quality reviews, ensuring daily updates are verified with field and programme teams, uploaded promptly, reviewed for accuracy, and effectively disseminated.
- Support in development and implementation of data collection strategies, data analysis plans, and monitoring and evaluation plans in alignment with IOM Cambodia’s data and research unit strategic and operational goals.
- Participate in the review of datasets, providing valuable feedback on data cleaning processes.
- Contribute to the development of data and research products (examples include analytical and statical reports, displacement profiles, maps, infographics, guidelines, lessons learnt, and other relevant products).
- Participate in meetings and engage with partners and local authorities (where appropriate) on materials related to displacement data collection and management.
- Laise with government counterparts in facilitating the data collection process, data validation and cleaning, reporting, and disseminating findings.
- Create clear and effective data visualization, including interactive dashboards with graphs and tables, to support project reporting and help staff interpret and use data for evidence-informed decision-making.
- Undertake duty travel, as required, related to data collection, coordination, staff training, and liaison with partners.
- Assist with any other research-related requests to better inform IOM programming assigned by the supervisor.
- Data collection activities completed within agreed timeframes.
- Data review and quality checks performed on a regular basis (to be defined with supervisor).
- Timely coordination and communication with field teams and enumerators to ensure that data is complete, consistent, and meets quality assurance standards.
- Number of user-friendly, informational charts, tables, visuals and dashboards produced for reporting.
- Feedback from programme staff on usefulness of data visuals to inform programming.
- Outcomes of coordination meetings with government counterparts and partners to facilitate data collection, data sharing, and information dissemination.
Qualifications
- University degree in Information Management, Statistics, Programme management, Social Studies, Development Studies, Public Health, or Humanitarian Affairs.
- Short courses or certification in fields of data analysis, survey design, monitoring and evaluation, or research methodology.
- At least 2-3 years of experience in data collection, research, monitoring and evaluation, field coordination, and/or information management.
- Demonstrated ability in data processing, entry, cleaning, and reporting.
- Experience working with or supporting the development of displacement reports, maps, dashboards, infographics, or situation reports/updates is an asset.
- Experience working with local government representatives.
- Good understanding/knowledge about Cambodian local and international migration.
- Ability to work effectively and harmoniously in a team with colleagues from a variety of cultures and professional backgrounds.
