Job Description

Context
Dans le cadre du Projet « Renforcer l’assistance, la promotion et la protection des droits des personnes migrantes, des demandeurs d’asile et  réfugiés à Nouakchott et à Nouadhibou », financé par la Délégation de l’Union Européenne et mis en œuvre conjointement par l'Organisation internationale pour les migrations (OIM), le Haut-Commissariat pour les Réfugiés (HCR) et le Haut-Commissariat des Nations Unies aux droits de l’homme (HCDH) pour permettre de répondre aux besoins en protection et en assistance liés aux débarquements en Mauritanie ; L’OIM recrute un Assistant de protection et opérations (débarquements) à Nouakchott.

Responsibilities

  1. Effectuer des entretiens d’évaluation de vulnérabilité, d’assistance et de référencement aux migrants pris en charge lors des opérations de débarquements, en utilisant les outils de screening développés
  2. Assister dans l’identification des options d’assistance, de protection et de référencement des cas aux services adéquats et remonter les cas complexes au chargé de projet nationale (Protection) et/ou à la chargée de Protection ;
  3. Enregistrer les cas assistés et/ou référés dans la base de données, conformément aux procédures internes de l’OIM
  4. Fournir un appui technique et thématique continu aux partenaires de l’OIM, notamment l’INLCTPTM, intervenant aux lieux de débarquements lors des opérations de prise en charge des migrants
  5. Assister dans la coordination de la prise en charge des migrants avec les autres acteurs humanitaires et de protection, intervenant sur le terrain lors des opérations de débarquement ;
  6. Appuyer dans la réception, l’évaluation de vulnérabilités, l’identification des besoins d’assistance et le référencement des autres cas sollicitant l’assistance de l’OIM
  7. Appuyer les activités relatives aux AVRR, notamment l’évaluation de vulnérabilité et d’éligibilité, les opérations de mouvements de départ/réception et la liaison consulaire pour la documentation
  8. Assister dans la préparation des rapports d’activités périodiques
  9.  Collecter, enregistrer et analyser les données relatives aux activités de débarquements, en veillant à leur qualité, confidentialité et conformité avec les principes de protections des données et les procédures internes de l’OIM
  10. Toutes autres tâches identifiées et assignées par le/la superviseur. 

Qualifications

Education

Licence / Bachelor en Sociologie, Gestion de projet, Droit, Relations internationales, Sciences Politiques et/ou domaines connexes, avec une expérience pertinente de 02 ans, ou Diplôme d'études secondaires avec quatre années d'expérience pertinente

 
Experience
  • Expérience avérée dans la protection et l’évaluation de vulnérabilité des personnes en mobilité
  • Expérience avérée dans le domaine de la protection sociale et/ou de la protection des personnes en situation de vulnérabilité
  • Connaissance des techniques de screening et d’identification des vulnérabilités
  • Connaissance des thématiques liées à la migration en général, des dynamiques migratoires en Mauritanie et des acteurs impliqués
  • Aptitudes à travailler avec des partenaires gouvernementaux et des organisations nationales et internationales
  • Capacités à travailler dans des contextes d’urgence (Débarquements nocturnes et récurrents, afflux massifs)

Bonne maîtrise des outils MS-Office (Word, Excel, Outlook, PowerPoint, )  et de l’outil KOBO

 
Languages

Une parfaite maîtrise du Français est requise.

La connaissance de l’anglais et de l’arabe est un fort atout

La connaissance des langues locales ou régionales parlées par les migrants est un atout
