Job Description

Under the direct supervision of the Head of MEAL and in close coordination with Unit Heads, regional MEAL focal points, and Headquarters, the successful candidate will be responsible for the design, implementation,  monitoring & evaluation of all MEAL components of IOM’s humanitarian and peace portfolio in Cameroon, including activities and extensions in Equatorial Guinea and São Tomé and Príncipe. This includes a particular focus on projects supporting humanitarian response, peacebuilding, social cohesion, and the integration of environmental and climate change considerations.

IOM Cameroon implements a diverse portfolio of projects in humanitarian assistance, protection, peacebuilding, social cohesion, border management, health, and sustainable development, with operational coverage extending to Equatorial Guinea and São Tomé and Príncipe. The mission’s vision is to “support crisis-affected populations and communities to recover, build resilience, and foster peaceful, inclusive, and sustainable societies.” 

This position plays a key role in aligning activities with IOM principles and methodologies, accountability to the people we serve, environmental and climate change mainstreaming, and compliance with the Director General’s Strategic Framework and IOM environmental policies, across Cameroon, Equatorial Guinea, and São Tomé and Príncipe.

Responsibilities

  1. Support with implementing the project(s) Monitoring & Evaluation     activities to maintain program quality and follow up with Operating teams to meet objectives mainly related to M&E Plan across the development portfolio (return, reintegration, employment, border management, health, environment, climate change).
  2. Draft M&E findings, recommendations, issues observed through monitoring activities to support Operations in taking appropriate actions to resolve the issues or recommendations.
  3. Liaise with sector focal points on a regular basis to keep track of project implementation and monitoring activities to be conducted.
  4. Prepare beneficiary sample lists and tools for monitoring and Monitor project indicators (e.g., number of migrants reintegrated, reintegration plans implemented, jobs created, health beneficiaries, environmental co-benefit activities) and ensure timely updates of indicator tracking tables.
  5. Support in data cleaning, analysis and drafting of M&E reports.
  6. Liaise with concerned program focal points on M&E findings, recommendations, to support the project implementation team take appropriate actions to resolve the issues or recommendations.
  7. Follow-up, consolidate, review and translate M&E reports from implementing partners.
  8. Contribute to preparing data from monitoring activities for endorsement of IP payments
  9. Organize, collate, and compile data on project performance, including innovations, investments generated, and impact on sustainable local development and climate resilience and other media files in secure M&E database. 
  10. Provide high quality technical visit reports and circulate M&E reports, analysis, and findings to relevant project managers.
  11. Conduct follow-up on M&E reports and action taken by programs based on M&E recommendations and findings.
  12. Support in designing tools and updating M&E database by Monitoring project indicators (e.g., number of migrants reintegrated, reintegration plans implemented, jobs created, health beneficiaries, environmental co-benefit activities) and ensure timely updates of indicator tracking tables.
  13. Identify and document good practices and lessons learned; contribute to the development of Standard Operating Procedures (SOPs), policies and concept papers, and support the development of new projects and proposals, including environmental and climate change components.
  14. Regularly research, follow-up, compile, analyze and present information/data on national, regional and international developments to support in the development of new monitoring activities based on changes in project modalities.
  15. Support in consolidating M&E reports and findings for donor reports preparation.
  16. Oversee the implementation of AAP tasks, ensuring timely delivery and smooth coordination with concerned program teams. Establish and maintain appropriate feedback and accountability mechanisms for affected population (suggestion boxes, hotlines, community meetings) and regularly analyze feedback to improve project services.
  17. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  18. Adhere to IOM staff standard and policies and always take into account PSEAH considerations in providing recommendations.
  19. Support    regular    M&E    coaching    sessions    for colleagues               and Implementing Partners (IPs) on:
  • Adherence to agreed standards of implementation.
  • Encourage widespread use of appropriate data collection methods.
  • Zero tolerance on SEA cases
  • Accountability to beneficiaries

     20. Perform such other duties as may be assigned.

Qualifications

Education

  • University degree in Social Science, International development Management or Planning, Statistics, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • Completed High School degree in above field with seven years of relevant experience.

Experience

  • Minimum five (05) years of professional experience in the design, implementation, and monitoring and evaluation of humanitarian or development projects.
  • Proven experience in the use of data collection and analysis tools and software (Kobo, ODK, Excel, PowerBI, etc.).
  • Experience with accountability mechanisms towards affected populations and participatory approaches.
  • Knowledge of relevant international standards and frameworks (IOM MEAL Framework, SPHERE Standards, etc.)
  • Experience working with governments, NGOs, and international partners.
Languages

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in French (oral and written) is required. Fluency in English is desirable.
