Job Description

Context
Under the overall supervision of the Senior Sub-Regional Resource Management Officer (SSRRMO) and the direct supervision of the Sub-Regional Resource Management Officer (SRRMO), the incumbent will support the resources management function and contribute to financial, budgetary, and reporting activities related to IOM missions in the European Economic Area+ (EEA+). The Sub-Regional Resource Management Support Officer will assist in financial analysis, monitoring, and reporting, and will contribute to ensuring compliance with IOM’s financial and administrative rules that apply to the projects assigned.
Responsibilities
- Assist in reviewing budgets, budget amendments, and reports for projects and proposals within the EEA+ Sub-Region, in coordination with the involved Country Offices, Regional Offices and IOM central services as applicable.
- Provide first-line support and guidance to the IOM Country Offices in the EEA Sub-Region on financial and administrative subjects for all funding sources, to verify that IOM rules and procedures are consistently applied while also adhering to donors' rules and regulations.
- Maintain effective liaison with relevant field missions in the EEA Sub-Region and project coordinators to collect accurate, consistent and standardized financial information for reporting purposes.
- Provide support to Project Development Officers, Project Managers, and Resource Management Officers on finance matters (budgeting, monitoring, revision, reporting, etc.) as well as on contractual conditions related to donor requirements for all funding sources.
- Contribute to financial risk analysis and assist in monitoring and analysing the financial activities and performance of the missions in the region; highlight unusual trends and share with the SSRRMO and the SRRMO for further review.
- Support the review of Implementing Partners engaged in the EEA region and contribute to financial risk analysis and assessment regarding potential engagement in Implementing Partnership Agreements.
- Coordinate the work of the administrative and finance staff under supervision and support the timely month-end closure of accounts for the Sub-Regional and Global Office in Brussels.
- Support the verification that IOM financial regulations, as well as of EU or other donors’ regulations applicable to SRO-implemented projects assigned, are correctly applied to financial transactions and entered into the IOM accounting system.
- Contribute to the preparation and distribution of administrative and financial instructions to IOM Country Offices and colleagues involved in the SRO-managed projects, supporting the correct application of IOM’s and donors’ regulations.
- Closely monitor, on a regular basis, budgets versus actual financial data in relation to the implementation of the projects.
- Contribute preparation of annual budgets and assist in developing project budgeting and forecasting systems in coordination with project implementation team and the involved IOM field missions and advise the Project Managers on the need to redistribute budget lines, and/or prepare Budget Revisions to donors.
- Assist in preparing standard financial reporting submissions to donors, including budget revisions, account reconciliations, co-funding reporting, and other financial information in a timely and accurate manner.
- Maintain proper and systematic filing of all validated financial and administrative documents vis-à-vis adequate administrative and financial control and future audit.
- Contribute to the smooth functioning of the Resources Management Division by providing general support and maintaining continuity of operations, including during periods of staff absence in the Division or at EEA+ COs.
- Undertake duty travel related to the above responsibilities, as required.

Qualifications
Education
- Bachelor’s degree from an accredited academic institution, in Finance, Accounting, Business Administration or a related field with a minimum of 2 years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields.
- Professional certifications such as ACCA, ACMA, Chartered Accountant or Certified Public Accountant would be a distinct advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in one or more of the following fields is required: business administration, accounting, financial reporting, or budget monitoring.
- Knowledge of the functioning of EU funding mechanisms relevant for EU member states and related financial rules and procedures is an advantage.
- Experience in supporting financial management of donor-funded projects, project budgeting and reporting, procurement, or financial sustainability analysis, and similar, is an advantage.
Skills
- High level of computer literacy, in particular in Excel and computerized accounting systems is required.
- Ability to identify and communicate clearly key messages, provide guidance and support, problem-solving, and service orientation skills are required.
- Reporting skills is desirable: ability to review a variety of data and identify discrepancies.
- Knowledge of SAP/Oracle or another accounting software is an advantage.
Languages
IOM’s official languages are English, French and Spanish.
- For all applicants, fluency in English is required (oral and written).
- Working knowledge of any other EU language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
