Positions at the P-2 level are considered as early-career professionals who both handle their own cases and provide investigative and operational support to the section Chief and Investigations Managers on assigned cases. Responsibilities are carried out with autonomy but under supervision, with guidance provided on investigative strategies and priorities. The primary focus of managerial oversight is to ensure that the Investigations Officer receives the necessary guidance and support to ensure that results are delivered in accordance with the vision set forward by the leadership of the Section and Investigations Service; and that the Investigations Officer is able to develop their investigative skills so as to be able to evolve in their investigation career.Under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief of the Strategy, Intake & Analysis Unit, the Investigations Officer will be a key member of the team responsible for planning and conducting investigations (in both the English and French languages) of allegations of fraud, abuse of authority, mismanagement, harassment, sexual misconduct and/or retaliatory actions in or affecting UNICEF.The Investigations Officer will also provide support to the day-to-day operational and specialized activities of the investigation function, to enhance the smooth running of the supervisor’s work and the section’s operations.NOTE: This post has the possibility of remote/home-based modality, reporting to the New York-based Chief of the Strategy, Intake & Analysis Unit. The position will require travel to UNICEF locations, often in difficult duty stations.  Duty travel for those working remotely outside of the designated duty station is subject to certain applicable restrictions.

The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF's Executive Director and the Executive Board. The Investigations Service investigates reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources, sexual harassment, abuse of authority, sexual exploitation and abuse and other forms of violations.

  • Plan and carry out initial assessments and investigations into allegations of misconduct, including mismanagement, malfeasance, fraud, corruption, waste of resources, and breaches of UN regulations, rules, and administrative issuances, with a particular focus on Sexual Exploitation and Abuse (SEA) and Sexual Harassment cases.
  • Independently conduct and document interviews with complainants, victims, witnesses, and subjects; obtain formal statements; and analyse the information gathered to assess credibility and relevance.
  • Collect, secure, and maintain evidentiary material, both physical and electronic, ensuring rigorous documentation and preservation of the chain of custody.
  • Evaluate the nature of cases to identify elements that may constitute criminal conduct, and prepare recommendations for referral to national authorities where appropriate.
  • Research and analyse case-related issues, drawing on investigative records and other reliable sources to verify facts, identify relevant precedents, and prepare draft findings and supporting materials.
  • Undertake and lead investigative travel to UNICEF locations, including those in challenging operational contexts, to collect evidence, conduct interviews, and liaise with relevant stakeholders.
  • Contribute actively to investigative strategy discussions and planning meetings, proposing approaches, timelines, and evidence-gathering methods.
  • Apply and help refine investigative methodologies to maintain high professional standards, ensure completeness, and strengthen the effectiveness of investigative processes.
  • Produce (in both English and French) clear, accurate, and well-structured written outputs, summaries, and other documentation that set out findings, analysis, and recommendations for appropriate action; follow through on post-investigation requirements.
  • Draft, edit, and finalize official correspondence and communications in both English and French, ensuring accuracy, clarity, and adherence to organizational formats.
  • Carry out additional duties in support of the investigations function, as needed, to contribute to the Section’s overall objectives.

  • Education: Bachelor or equivalent (First Level University Degree) in Law, Criminology, law, criminal investigation, related field and any other related fields.
  • Work Experience: At least 2 years of relevant work experience in Audit and Investigation, Misconduct Investigations, Fraud Investigations, SEA Investigations, Sexual Harassment Investigations, Abuse of Authority Investigations, UN experience. and any other related fields.. and any other related fields.

Desirables:
