Organizational Context and Scope

Under the overall supervision of the Head of Humanitarian Assistance and Operations and the direct supervision of the Program Manager (Shelter/Non-Food Items (NFIs)) and in coordination with the relevant units, the Project Officer (Shelter/Non-Food Items (NFI)) will assist the Shelter/NFI Unit in the implementation of the programme.

Responsibilities

  1. Directly support the Program Manager in implementing IOM Bangladesh's Shelter/Non-Food Items (NFI) program. 
  2. Oversee the timely implementation of Liquid Petroleum Gas (LPG) distribution and Bamboo Treatment Facility (BTF) operations, ensuring alignment with program strategies and deadlines. 
  3. Provide regular updates to the Program Manager on program activities, including beneficiary identification, LPG distribution, cash-for-work initiatives, and BTF. Include progress reports and beneficiary lists.
  4. Support the creation of work plans for the Shelter Non-Food Items (NFI) project, ensuring alignment with program documents and donor agreements. Establish monitoring systems to track progress, identify challenges, and recommend improvements for NFI procurement and delivery, while documenting best practices.
  5. Develop and maintain essential program documents, such as Standard Operating Procedures (SOPs), reporting templates, and material specifications, for Shelter/NFI/LPG distribution and Bamboo Treatment Facility programs. 
  6. Liaise with suppliers, monitor their performance, and ensure timely delivery of quality services. 
  7. Facilitate effective information exchange within the program team and with external stakeholders. Conduct field visits and collaborate with local government authorities, UN agencies, I/NGOs and other stakeholders throughout the Shelter and Non-Food Item (NFI) program to provide effective assistance to affected populations and address their needs.
  8. Ensure proper visibility for donors in all program activities and collect and compile compelling stories from program beneficiaries, mainly from LPG and BTF.
  9. Support the Program Manager by collaborating with PSU teams to identify and develop new project opportunities for Shelter Non-Food Items (NFI) and to prepare donor reports.
  10. Integrate and address cross-cutting concerns, including environment, gender, children, Gender-Based Violence (GBV), and vulnerable groups, in program implementation. 
  11. Represent the IOM Shelter/NFI Program in the Shelter-CCCM Sector, donor, and government meetings. Develop partnerships with relevant stakeholders, take meeting minutes, and maintain records for reporting and filing. 
  12. Complete assigned tasks responsibly, manage resources efficiently, and fulfill duties delegated by supervisors. 
  13. Perform any other duties as assigned.

Qualifications

Education

  • Master’s degree in political science, Law, Management, Information Management, Disaster Risk Management, Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in humanitarian emergencies; and,
  • Experience in implementing the Shelter/NFI programme, including Shelter design/sketches, construction management, Bill of Quantities (BoQ) preparation, training, and a community-based approach, is an advantage.

Skills

  • Ability to translate planning and specifications into technical briefs for data capture and analysis and vice versa;
  • Demonstrated ability for leadership in the context of partnership-building and consensual
  • decision making;
  • Demonstrated team building and information management skills;
  • Strong management capacity, knowledge of project management cycle, and demonstrated Skills and knowledge on the planning, design, execution, and supervision of Shelter/NFI implementation

  • Must have adequate knowledge and experience working with MS Word/Excel/PowerPoint/Project, and Internet-based applications.
  • Proven track record of working with government officials, UN agencies, NGOs and communities;

Language

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Bangla is an advantage.
