Position Title: Local Consultant - Migration Rules and Regulations Review Consultant 
Duty Station: Bishkek, Kyrgyzstan (home-based)
Type of Appointment: Consultancy
Duration: 2 months (01 October 2025 – 30 November 2025) 
Closing Date: 30 September 2025, 11:59 pm Bishkek time

Nature of the consultancy: Under the overall supervision of the Head of Office and the direct supervision of the Programme Coordinator, the Consultant will conduct a comprehensive review of the existing rules, regulations, and procedures governing migration to work and study in Kyrgyzstan for citizens of Uzbekistan.

Project Context and Scope: The project aims to strengthen social cohesion and trust in Kyrgyzstan’s border areas with Uzbekistan by enhancing institutional and community capacities for cooperation. It focuses on improving gender-sensitive, safe, and orderly border management, fostering inclusive dialogue, and promoting socio-economic and cultural collaboration. Through capacity building, awareness campaigns, and support for youth and women-led initiatives, the project seeks to mitigate risks linked to increased mobility.

Organizational Department / Unit to which the Consultant is contributing: Peace, Crisis Response and Operations Unit. The project: "Strengthening capacities of institutions and border communities of Kyrgyzstan for increased cooperation with Uzbekistan” (PB.0203). 
 

Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment:

a) Conduct review of existing laws, rules, and regulations governing work permits, labor migration, student visas, study permits for migrants from Uzbekistan. Map institutional roles and responsibilities of relevant government bodies. Benchmark Kyrgyzstan’s regulatory framework against regional and international standards and practices. Conduct consultations with government agencies, academia, private sector, and migrant associations. Assess implementation practices, administrative processes, and accessibility of services for migrants and students from Uzbekistan (October 2025);
b) Produce a comprehensive analysis with findings (November 2025).

Performance indicators for the evaluation of results:

a) Delivery of a well-structured draft analysis covering rules of staying (short-term, long-term) and obtaining visa, work permit, patent for migrants from Uzbekistan and validation of findings through stakeholder consultations;
b) Submission of final analysis including relevant migration procedures incorporating feedback from IOM and partners.
 

Qualifications

Education, Experience and/or Skills Required:

  • Advanced university degree in Law, Public Policy, Migration studies, or a related field.
  • At least 5 years of proven experience in policy/legal analysis, migration governance, or labor/education law.
  • Familiarity with migration legislation and governance structures in Kyrgyzstan and/or Central Asia -Strong research, drafting, and analytical skills.
  • Proven ability to consult with diverse stakeholders and produce practical policy recommendations.
  • Fluency in Kyrgyz and Russian languages (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel Required: Travel within this consultancy is not required.
