Job Description
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Displacement Tracking Matrix (DTM) is a system developed by the International Organization for Migration (IOM) to track and monitor displacement and population mobility. It is designed to regularly and systematically capture, process, and disseminate information to provide a better understanding of the movements and evolving needs of displaced populations, whether on-site, en route, or in return areas. DTM has become widely recognized as a leading source of primary data on displacement and mobility across humanitarian and development contexts, supporting timely evidence-based decision-making by governments, UN agencies, and humanitarian partners.
In Bosnia and Herzegovina, since its inception in 2021, DTM has evolved into a key component of the IOM’s operations. DTM’s methodologies in BiH includes (i) Mobility Tracking and Needs Assessments, (ii) Flow Monitoring, and (iii) Specialised Surveys, focusing on labour migration, trafficking of humans, climate-related mobility and Disaster Risk Reduction (DRR) rapid assessments. DTM is supporting the systematic collection and analysis of migration flow data, and provides critical information on migrants’ locations, profile, vulnerability and needs.
Responsibilities
Under the overall supervision of DTM Regional Coordinator for the Western Balkans, and the direct supervision of the DTM Programme Data analyst, and DTM Field Assistant the consultant will support the efforts of DTM in Bosnia and Herzegovina in field data collection. This consultancy includes the following:
- Conduct data collection using Kobo Toolbox at the established locations including but not limited to: i) Flow monitoring at key transit and border points ii) Migrant Mobility Tracking, iii) specialized surveys targeting thematic priorities such as protection needs, climate-induced mobility, return and reintegration, and labour migration.
- Send surveys to the DTM Field Officer and DTM BiH Information Management Unit on time, make sure of their arrival and follow up any observations laid by the supervisor on the surveys, and then correct and forward them.
- Inform the DTM Field Officer of any change or emergency about population movements in the geographical scope of work, or events that may affect the population for any reason.
- Investigate the sources of data to obtain reliable data by taking them from multiple sources to reach the most accurate results.
- Ensure quality and consistency in the data collection process, and provide feedback to Data analyst, and Field Assistant.
- Ability to understand broader migration narratives from the granular details of data collection.
- Fully comply with IOM’s Data Protection and Data Governance Policies, as well as broader inter-agency frameworks such as the Inter-Agency Standing Committee (IASC) Operational Guidance on Data Responsibility in Humanitarian Action and relevant ethical standards for data operations.

Qualifications
- High School Diploma from acredited institution.
- Experience in field data collection (individual and group interviews, focus groups, Key Informant Interviews, Household interviews)
- Prior experience working with migrant populations, UN agency or international organization is an advantage
- Fluency in English, one of local languages
- Knowledge of Arabic, Farsi, Turkish or Pashto language is an advantage.
