Liberia is committed to improving the health and well-being of its population, with a particular focus on sexual and reproductive health including family planning. Family Planning is a major SRHR intervention crucial in the reduction of maternal and child mortality, the empowerment of individuals to make informed choices about their reproductive lives. Family planning is a national development tool that can contribute to economic growth and sustainable development when effectively delivered. Regardless of these benefits, Liberia has a high unmet need for family planning at 33% among married women and 47% among the adolescent age group. The method mix is skewed towards injectable methods, and the discontinuation rate is as high as 41% according to the Liberia demographic Health survey 2020. These factors result in the relatively low contraceptive prevalence for modern methods that is only at 24%. It is worth noting that there have been significant efforts and improvement in the supply of contraceptives to the last mile. The demand side of the service provision spectrum needs to improve for Liberia to benefit from the impact of an improved mCPR. Additionally, Liberia does not have standard National Guidelines to training services provided in quality counseling and service delivery.
To strengthen the capacity of health workers in delivering quality rights- based and client- centered family planning services, there is a critical need for standardized national training guidelines, including comprehensive training manuals for both facilitators and participants, and accompanying visual aids.
The counseling provided in family planning programs is key to contraceptive uptake and continuation and is essential for ensuring informed choice.
Liberia is in the process of having a compendium of documents (guidelines and tools) for family Planning service delivery. There are National Guidelines backed by a five-year Costed-Implementation Plan for Family planning, a Family Planning business case as well as other related documents including the Reproductive Maternal, Newborn, Child, Adolescent Health and Nutrition (RMNCAH+N) Policy among others.
With the existence of these tools the next step is to develop training manuals to support training for service providers, supervisors and mentors. In line with the National Guidelines, the REDI (Rapport Building-Exploring-Decision Making-Implementation of the decision) training manuals have been recommended as the most comprehensive client-centered, rights-based training guide for services providers. The development of training guidelines and supporting tools paves the way for the harmonization of the training of service providers, supervisors and mentors across the country.
Specifically, a training guide l for family planning must recognize the essential role of counseling as a skill and allocate sufficient time for learning and practice in addressing the needs of new and returning clients.
This initiative is essential in supporting and ensuring rights based, client centered services for the delivery of quality FP services. the Ministry of Health , recognizes the need to integrate client perspective into training activities to prompt client-centered thinking and counseling, endorsed the REDI training guide recommended by the National Guidelines for Family Planning developed with the support of UNFPA.
Against this background, with support from UNFPA, the Ministry of Health is seeking a national consultant to lead the adaptation of the existing internationally recognized REDI training guide that will be used to conduct quality training of services providers and mentors.

Job Purpose:
General Objective
The objective of this consultancy is to lead the adaptation of the REDI training guide that ensures rights-based client centered National Training Guidelines for Family Planning in Liberia. This will include Facilitator’s Manual, a Participant’s Manual, and relevant PowerPoint slides to facilitate training.
Specific objectives: The National Training guide will achieve the following.
Improve the knowledge and skills of service providers in quality Family Planning counselling services
Promote Client centered family planning services that empowers clients to make informed decisions
Promote adolescent responsive family planning that ensures adolescents receive appropriate care
From the perspective of the consultancy: Specific objectives will include the following:
That the Consultant will ensure an inclusive participatory process of a cross-sections of stakeholders including diverse relevant CSOs, Services Providers, Family planning and SRHR Managers
That the consultant will ensure the training guidelines are user-friendly, simplified with appropriate illustrations and practical and context specific case studies
Scope of work:

3.1. Desk Review and Stakeholder Consultations
Conduct a thorough desk review of the package of training materials using the REDI approach
Consult with key stakeholders, including the Ministry of Health (MoH) relevant departments, professional associations, academic institutions, and implementing partners, youth and adolescent led groups to identify training needs, gaps, and best practices in family planning.
3.2. Adaptation of National Training Guidelines for Family Planning
Develop a comprehensive outline and structure for the National Training Guidelines, ensuring alignment with national health policies and international standards.
Draft the content for the National Training Guidelines, covering key aspects of family planning methods, counseling, service delivery, and program management.
Incorporate relevant case studies, exercises, and practical scenarios to enhance learning and application in line with the REDI training guide
3.3. Adaptation of the REDI Facilitator’s Manual
Adapt the detailed Facilitator’s Manual that provides step-by-step guidance for trainers, including session objectives, suggested teaching methodologies (e.g., interactive discussions, demonstrations, role-plays), timing for each session, and assessment methods.
Include guidelines on adult learning principles and effective facilitation techniques.
Ensure the manual is user-friendly, adolescent responsive and supports the delivery of standardized and high-quality family planning training.
3.4. Adaptation of the available REDI Participant’s Manual
Develop a comprehensive Participant’s Manual that complements the Facilitator’s Manual, providing clear and concise information on family planning topics.
Include handouts, job aids, and self-assessment tools for participants.
Ensure the manual is easy to understand and serves as a valuable resource for participants during and after the training.
3.5. Adaptation of the available REDI of PowerPoint Slides
Design and develop a complete set of visually appealing and informative PowerPoint slides for each training module.
Ensure the slides align with the content of both the Facilitator’s and Participant’s Manuals and enhance the learning experience.
3.6: Pre-testing of the training guidelines using a representative audiences of service providers
Develop the pre-test plan
Identify the targeted audience of providers
Conduct the pretest
Develop a report and incorporate the findings in the document for validation
3.7. Validation and Finalization
Facilitate two main workshops ( Adaptation workshop and Validation Workshop) to present the draft guidelines and final to key stakeholders for review and feedback.
Incorporate feedback received from stakeholders to refine and finalize the National Training Guide Facilitator's Manual, Participant’s Manual, as well as corresponding PowerPoint slides.
Submit the final approved versions of all deliverables.
Duration, work and payment schedule:
The consultancy is expected to have a duration of 40 days for the adaptation of the existing REDI training tools.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The UNFPA Programme Analyst in close collaboration with the Quality-of-Care Services Specialist will support and monitor the day-to-day implementation of the consultancy.
Supervisory arrangements :
UNFPA Programme Specialist, SRHR, Quality of Care and Services will ensure quality assurance with oversight from the deputy representative and head of programmes.
Expected travel:
The consultant will undertake the full assignment of the consultancy in person. Travel will be mutually determined in the event where the consultant may require travel outside of Monrovia.
Qualifications and Experience:
Education:
Degree in Nursing, Midwifery, sociology or health sciences with 5 to 7 years’ experience
Knowledge and Experience:
A seasoned Public Health Specialist with 5 to 7 years’ experience
Proven experience developing national strategic documents and guidelines in the area of Sexual and Reproductive Health Interventions including Family Planning
Excellent writing and organizational skills in workshop facilitation
Excellent analytical skills and a high capacity to synthesize information.
A thorough knowledge of the United National system in general and of UNFPA in particular would be an asset.
