Job Description
Under the overall supervision of the Chief of Mission of IOM Niger, and the direct supervision of the Programme Officer (Protection and Reintegration) in Niger, the Migration Health Officer will be tasked with coordinating the portfolio of migration health through contributing to the development of new projects, and implementing and supervising existing ones focusing on the health-related aspects of any projects of IOM Niger.
Responsibilities
- Coordinate the implementation of program activities in the areas of migration health, while ensuring consistency with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies.
- Support the management of migration health activities as appropriate, including staff management, financial oversight, work plan, compliance of implementation fidelity and timelines.
- Manage the administrative side of the implementation of health-related projects in coordination with relevant units and partners.
- Monitor closely the performance of implementing partners and ensure their compliance with IOM guidelines
- Assist in regular data collection and analysis, as well as monitoring, evaluation and reporting on health-related activities/projects in line with the national, donor’s and IOM guidelines.
- Coordinate the implementation of IOM’s Migration Health activities with the relevant health authorities and the UN/NGOs/INGOs partners, and work with relevant health authorities in identifying gaps and needs related to the health of migrants.
- Collect, analyze and present information on national and regional trends in migration and health and explore potential entry points for expanded collaboration in coordination with the Migration Health Programme Coordinator, and in coordination with the relevant mission units
- Assist in developing health and migration projects/programs for the mission in coordination with relevant IOM units, addressing the issues of public health aspect related to migrants and host communities.
- Monitor and evaluate the quality of medical care provided to IOM beneficiaries to ensure that it is up to national and IOM global standards.
- Build relevant internal capacities for medical staff and health unit staff involved in the implementation of the project activities including direct assistance, ensuring responsibility is appropriately delegated and helping to through daily basis technical guidance and provision of training.
- Ensure the confidentiality of the medical information of IOM beneficiaries.
- Participate in national and regional taskforces and working groups on migration health related issues in coordination with the Migration Health Programme Coordinator.
- Undertake duty travels as required.
- Undertake any other related duties as assigned.
Qualifications
Education
- University degree in medicine from an accredited institution, or Bachelor or equivalent in Public Health, Community Health, Health Policy & Management, Epidemiology or related with four (04) years of relevant experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;
Or
- Masters or Equivalent or higher in Public Health, Community Health, Health Policy & Management, Epidemiology or related with two (02) years of relevant experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in the management of public health, social development or migration projects or programmes.
- Experience in designing and conducting health service delivery, awareness raising campaigns and educational activities.
- Experience in working with the United Nations, international NGOs, local civil society organizations especially in health sector.
- Experience with team management/supervision.
- Experience with migrants in the health field is an advantage.
- Experience in designing and delivering trainings is an advantage.
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures is an advantage.
- Experience in the usage of office software packages (MS Word, Excel, Powerpoint, etc.) and knowledge of spreadsheet and data analysis.
Skills
- Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system (coordination skills).
- Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise (communication skills);
- Demonstrated ability to supervise and direct staff and create team-oriented environment (team management skills).
- Demonstrated ability and willingness to work in difficult areas/situations; and drive for results; and,
- Strong level of analytical skills and computer literacy.
Languages
For all applicants, fluency in French is required (oral and written).
Working knowledge of English is an advantage
