The Position:
The Admin/Finance Assistant delivers quality services in finance and administrative services to internal and external clients, mastering all relevant rules, guidelines, processes and procedures. S/he takes a client-oriented results-focused approach, interpreting the rules, procedures and guidelines, providing support and guidance to the Country Office and UNFPA-supported projects. 5/he supervises support staff as deemed necessary
You will work in close collaboration with the operations and programme staff in the Country Office and Provincial Offices, and with the UN Common System working groups.
You will report directly to Operations Manager.

Job Purpose:
Under the guidance of Operations Manager and overall Supervision of the International Operations Manager you will be responsible for delivering high quality support services to office operations, performing a variety of standard finance and administrative processes.
You will be expected to demonstrate strong client and results orientation in service of the country programme.
You would be responsible for:
Operational strategies for Country Office and NEX/DEX projects
- Ensure full compliance of financial processes and financial records with UN/UNFPA rules, regulations, policies and strategies.
- Provide input to the CO business processes mapping and elaborate the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
Finance support to the Country Office and Provincial Offices
- Ensure preparation of cost-recovery bills for the services provided by UNFPA, follow up on cost recovery;
- Ensure proper control of the supporting documents for payments and financial reports for NEX/DEX projects;
- Prepare all types of vouchers and General Ledger Journal Entries in Quantum and follow up on payment executions with the UNDP Country Office;
- Maintain the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum;
- Ensure that travel claims are correctly calculated and travel entitlements are duly processed;
- Ensure that timely corrective actions are taken on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
- Verify and processes staff overtime payments;
- Review and process advances against approved FACE forms of Implementing Partners;
- Provide assistance to the Country Office and Provincial Offices on OFA management and HACT audit;
- Participate and provide input to the Implementing Partners spot checks and pre audit missions;
- Present information on the status of financial resources as required;
- Maintain the Accounts Receivables for UNFPA projects and coordinate recording of deposits in Quantum with the UNDP Country Office;
- Ensure that proper filing system for finance records and documents is in place.
Administrative support to the Country Office and Sub Offices
- Act as alternate focal point of travel agencies and ensure that travelers' air tickets are issued as per the UNFPA guidelines in the absence of Administrative Associate.
- Act as alternate of the Admin Associate and in his/her absence and ensure that the Country Office Real Estate Management online system is updated and certificates are prepared as per the UNFPA guidelines;
- Monitor the transport processes and fuel consumption; prepares and analyzes data related to fleet management.
Knowledge building and knowledge sharing
- Provide capacity building sessions to drivers for efficient and effective maintenance record of vehicles, log books and fuel consumption. Contribute to knowledge networks, communities of practice and attends the UN Common System relevant working group meetings.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
Completion of secondary level education required. Additional training/studies in business administration, public administration, Finance and/or specialized certification in Accounting and Finance desirable.
Knowledge and Experience:
At least 5 years of relevant finance experience at the national or international level is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Languages:
Fluency in English and Arabic is required as this is a national position.
