The Position:

Under the Supervision of the Security Specialist, the Local Security Associate (LSA) is based in Aden and is responsible for advising the Yemen Representative, through the Security Specialist, on their duties and responsibilities in accordance with the UN and UNFPA Security Management Systems.. Under the overall guidance and supervision of the Security Specialist, the Security Associate will coordinate day-to-day security activities. . 

The LSA will assist the Security Specialist in the implementation of security related functions and provides advice to the Yemen based personnel on all aspects related to planning, implementation, monitoring, and reporting of the Country Office security activities.  The LSA maintains close cooperation with the UN Department of Safety and Security (UNDSS) and other UN Security Management System (UNSMS) organizations

Job Purpose:

In response to the security situation, UNFPA has rapidly scaled up its programming and personnel in Yemen. In response, UNFPA is staying and delivering and has already mobilized organization-wide support. UNFPA maintains personnel in Sanaa, Aden, and Hodeidah to coordinate the humanitarian response. UNFPA continues to adapt its activities across Yemen to focus on life-saving humanitarian response in the face of acute needs with the active participation and involvement of affected populations. UNFPA’s response plan is built on established inter-agency partnerships and sustained residual presence of partners. The Local Security Associate is required to support personnel and programme implementation. 

You would be responsible for:

Security Risk Management and Security Planning

  • Assist the supervisor in drafting routine security reports, including but not limited to Security Incident Reports (SIR)
  • Support the supervisor administratively and logistically in their planning functions related to the safety and security of UNFPA personnel and eligible family members, as well as the safeguarding of premises, assets, and resources in accordance with UN and UNFPA Security Management Systems. 
  • Assist the supervisor by collecting and providing the basic information required for the implementation of the UNSMS/UNFPA Yemen Security and Contingency Plan, Security Risk Management (SRM) Measures, and other relevant policies, guidelines, and assessments. 
  • Assist the supervisor in the development of UNFPA routine security documentation, including security contingency plans such as, but not limited to, fire and evacuation plans.
  • Attend the security cell meetings if requested

Safety and Security Services

  • Monitor the local security situation through local media and networks, providing regular information and updates to the supervisor relative to ongoing and emerging security issues in the country. 
  • Assist the supervisor in security activities that support UNFPA personnel, premises, and operations for all locations where UNFPA personnel and/or eligible family members are present.
  • Provide ongoing routine technical support and direction for contracted security providers.
  • Under the direct guidance of the supervisor, share information with UNFPA personnel and eligible family members that would affect their safety and security, and information regarding the actions to take in the event of an emergency, including those identified in the UNFPA/UN Security and Contingency Plans. 
  • Support the supervisor in the establishment of effective and functioning Communications/Warden Systems for UNFPA and the periodic testing of these systems.
  • Support the supervisor in the conduct of all security-related contingency exercises, particularly relating to administration, communications, and logistics.

Security Networking

  • With significant guidance from the supervisor, actively maintain official liaison with host government counterparts, local authorities responsible for security, law and order, and security counterparts in the UNSMS.

Support in Knowledge Management and Capacity Building

  • Coordinate, as required, with the UN Department of Safety and Security (UNDSS), to ensure all UNFPApersonnel undertake mandatory security training/briefings.
  • Assist in the provision of any security-related training for UNFPA personnel or eligible family members, particularly to ensure comprehension by those more comfortable in the local language.

 

Any Other Duties

  • Perform any other duties as required by the Security Specialist 

Qualifications and Experience: 

Education:  

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the field. 
  • A university degree or equivalent in Political Science, Military Studies, Security Management, Law Enforcement, Business Continuity Management, or related discipline is an advantage.  

Knowledge and Experience: 

  • At least 6 years of experience in a relevant field.  Demonstrated ability to work closely with UN counterparts, government officials, implementing partners, and NGOs is desirable. Experience in a Security Management System within the United Nations or similar International Organizations, including international NGO, is an advantage.
  • Knowledge and experience in data collection, analysis, and dissemination are desirable.
  • Computer literate in office software such as Microsoft Office.
  • Demonstrated willingness and ability to travel to the field whenever necessary.

Languages: 

Fluency in English and Arabic is required as this is a national position.
