The Position:

The MHPSS Programme Analyst will work closely with the MHPSS Programme Analyst based in Taunggyi, the Programme Manager – Women and Girls First Programme, and will directly report to the Coordination Specialist, GBV & MHPSS.

Job Purpose:

It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies. 

In Myanmar, under its fourth Country Programme (2018–2025), UNFPA prioritizes advancing gender equality, empowering women and girls, improving access to sexual and reproductive health services, preventing and responding to gender-based violence, and promoting mental health and psychosocial well-being as part of ensuring dignity and resilience for all individuals. Within this broader mandate, UNFPA Myanmar plays a leading role in advancing Mental Health and Psychosocial Support (MHPSS) as a critical component of humanitarian and development response. MHPSS has become increasingly important in Myanmar given the protracted crisis, widespread displacement, and ongoing conflict, which continue to generate severe psychological distress and trauma across communities. 

The MHPSS Programme Analyst (individual consultant) will provide technical and programmatic support to strengthen the integration and delivery of MHPSS interventions across UNFPA’s areas of response. This will include technical assistance to implementing partners, support for evidence generation and knowledge management, and contributions to the design, implementation, monitoring, and evaluation of MHPSS initiatives. The consultant will also provide technical and operational support to the national MHPSS Working Group. By enhancing the quality and reach of MHPSS programming, the consultant will contribute to UNFPA Myanmar’s broader efforts to protect the rights, dignity, and well-being of women, girls, and vulnerable populations in Myanmar. 

You would be responsible for:

Under the overall guidance and direct supervision of the Coordination Specialist, GBV & MHPSS, the MHPSS Programme Analyst will undertake the following tasks:


Development and Adaptation of Context-Specific MHPSS Resources and Tools:                                                                                                                                              

● Coordinate the development and adaptation of group PSS activity manual for UNFPA-supported service delivery points (WGCs, WGSS, and Safe Houses), ensuring they are context-specific, user-friendly, and interactive for participants.
● Coordinate the design and adaptation of community-based MHPSS intervention packages and awareness materials for outreach and prevention activities, tailored to local contexts.
● Coordinate the development and adaptation tools and modules on staff care, and self-care to strengthen the well-being and resilience of frontline responders and service providers. 

Supporting UNFPA’s MHPSS Programme:
● Support implementing partners, through the UNFPA IP focal points, to integrate structured MHPSS packages into SRHR and/or GBV prevention and response programming and monitor implementation with ongoing technical support.
● Work closely with UNFPA GBV Programme Analysts to provide strategic support and technical guidance for Peer Support Network (PSN) initiatives, ensuring alignment across regions and contributing to the overall capacity development framework.
●Promote the use of international standards by orienting partners and systematically applying IASC Guidelines for MHPSS in Emergency Settings and related protocols during assessments, planning, and implementation.
●Support monitoring and reporting by compiling inputs from MHPSS programme analyst based in Taunggyi, contributing to progress updates, and sharing lessons learned and good practices to inform national-level documentation and reporting
●Maintain networks with MHPSS staff across UN, NGOs, INGOs, and CSOs to promote coherence, identify gaps, and ensure UNFPA’s support is targeted to needs.

Providing Technical and Operational Support to the MHPSS Working Group:

● Assist the Coordination Specialist, GBV & MHPSS, in fulfilling UNFPA’s role as Co-Chair of the national MHPSS Working Group (under the Protection Cluster), by providing technical and operational support.
● Maintain links with other clusters/sectors, Technical Working Groups, Task teams including the GBV Sub-Cluster and Health Cluster.
● Strengthen coordination with a range of MHPSS actors to avoid duplication and ensure complementarity of interventions.

Promoting Staff Well-being and Direct Support (as needed)
● Collaborate with the UNFPA Regional Staff Well-being Consultant at APRO to organize periodic staff care and well-being sessions for Myanmar CO staff.
● Provide direct MHPSS support for UNFPA and other UN staff and family members, as required.
● Deliver additional MHPSS-related services or output depending on emerging needs identified by UNFPA.

Qualifications and Experience: 

Education: 
▪ An advanced degree with a specialization in areas such as clinical psychology, clinical social work, or mental health.
Professional Experience

Knowledge and Experience: 
●At least 2 years of experience in community-based psychosocial support interventions, humanitarian response and training/coaching.
●S/he must demonstrate knowledge of and experience of using IASC Guidelines on MHPSS in Emergency Settings.
● Understanding of the UN system in Myanmar and its engagement with local counterparts on MHPSS issues is preferred.
●Strong training, coaching, mentoring and supervision experiences.
Languages: 

● Proficiency in English and Myanmar languages.
●Fluency in other ethnic languages (Shan, Karen, Kachin, Rohingya) is an asset.

●Ability to work within a team structure, flexible, and can cope with stressful workloads and working with limited resources.
●Strong interpersonal skills and the ability to work within different socio-cultural environments.
