Job Description
This is an expedited recruitment process open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. This process is not open to external candidates; their applications will not be considered.
Under the direct supervision of the Regional Thematic Specialist (Migrant Protection), the Senior Regional Migrant Protection Associate will support the RO Migrant Protection Unit, which operates with thematic guidance from the Border Management, Returns, and Readmission Division and Department of Mobility, Pathways and Inclusion (DMPI) in IOM Headquarters (HQ), to provide thematic expertise and resource mobilization support to Country Offices (COs); including: monitor and analyze regional thematic trends; support regional thematic project development; support thematic capacity development; and review and support project proposal endorsement processes related to MPX in the Region.
Responsibilities
- Support the Regional Thematic Specialist (Migrant Protection) to carry out capacity building, training, monitoring and evaluation and technical support to Country Offices in the region on thematic areas of relevance to MPX.
- Support the Regional Thematic Specialist (Migrant Protection) in the reviewing, endorsing and tracking of project proposals developed by COs in the Region.
- Support the Regional Thematic Specialist (Migrant Protection) in the reviewing, approving and tracking of project reports developed by COs in the Region.
- Identify emerging issues relevant to the thematic area, follow thematic developments at the regional and CO level and contribute to the development of thematic policy and reports in collaboration with the Regional Thematic Specialist (Migrant Protection).
- Together with the Regional Thematic Specialist (Migrant Protection), serve as a resource person for COs in the region by providing insights in the latest standards, guidelines (particularly for case management), policy and research developments at global, regional and country levels as well as best practices in project implementation.
- In coordination with the Regional Project Development Officer (RPDO) and Regional Thematic Specialist (Migrant Protection), support the development of projects that are regional/multi-country, for small COs, and for countries with no IOM presence.
- Under the guidance of the Regional Thematic Specialist (Migrant Protection), support with drafting and developing regional thematic guidance notes, information sheets, and tools together with other RTUs in the RO.
- Prepare internal reports, presentations, talking points, speeches, statements and briefings as relevant to MPX as needed.
- In coordination with the RPDO and the Regional Thematic Specialist (Migrant Protection), contribute to ongoing knowledge management processes at the RO and COs in the region, including sharing thematic related information between the COs and RO.
- In absence of the Regional Thematic Specialist (Migrant Protection) during leave or duty travel, ensure the continued functioning of the MPX RTU by coordinating incoming requests from internal or external partners.
- Participate in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Thematic Specialist (Migrant Protection) and/or the Deputy Regional Director (Operations).
- Perform any other duties that may be assigned.
Qualifications
- Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or related field with four years of relevant professional experience; or,
- High School diploma with six years of relevant experience.
- Experience in the field of migration issues, including operational and field experience, with project management and thematic experience;
- Demonstrated expertise in protection;
- Experience in liaising with governmental authorities, other national/international institutions, private sector and NGOs;
- Work experience in protection in the region is an asset.

- For this position, fluency in English is required (oral and written).
