Job Description

Established in 1951, IOM is a related organization of the United Nations, and as the leading UN Agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane, safe and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

IOM Costa Rica seeks to strengthen the capacities of stakeholders to manage migration in a safe, orderly and humane and manner. The Program covers four key outcome areas: migration management, partnerships, crisis and emergency response, and communication. 

Under the general supervision of the Program Coordinator and the direct supervision of Research and Data Unit Coordinator of IOM Costa Rica, the Information Management Specialist will be responsible for executing the following tasks: 

Responsibilities

1.Coordinate the implementation of data collection and management processes, including data mapping, encoding, storing, processing, and analysis, in aspects specific to GIS and statistics. 

2.Support and oversee the implementation of DTM projects and ensure proper monitoring, assessment, and survey cycles are maintained. 

3.Ensure the implementation of effective information dissemination tools and data sharing among key stakeholders to help the maximum use of data and information generated by regional DTM activities. 

4.Contribute to the design and supervise the management of national databases and information systems (including geographical databases and information system coding), dataset extraction for analysis and representation. 

5.Act as the focal point for centralizing data from the national field teams. 

6.Support in identifying and analyzing the availability of relevant datasets, and data and information gaps, as well as to ensure timely preparation and generation of local-level information products, and support information sharing and dissemination to all relevant channels. 

7.Provide specialized support to projects developing and implementing thematic surveys/assessments and other IM tools (including ODK or similar platforms); using Geographic Information Systems (GIS) mapping, ensuring regular monitoring of workplans; reporting and analyzing data; and preparing project status reports. 

8.Respond timely to ad hoc requests for regional information, statistics, and reports. 

9.Liaise with relevant authorities, United Nations (UN) agencies, NGOs and other stakeholders to strengthen the partnerships and obtain data and on issues related to IM/GIS system integration. Additionally, participate in technical working groups (internal and external) related to information management. 

10.Monitor and supervise the work of Information Management consultants. 

11.Other functions assigned by the supervisor or CoM, according to their professional capabilities.

Qualifications

Education
  • Master’s degree in Information Management, Business Intelligence, Data Analytics/Science, Social Sciences, or related fields from an accredited academic institution. 

OR 

  • University degree in the above fields with two years of relevant professional experience. 
 
Experience
  • Experience in Information Management in projects operations or humanitarian contexts, management and coordination of information flows, and data management including collection, storing, processing, and analyzing data to generate information products. 
  • Experience analyzing statistical information, expertise in data processing and analysis. 
  • Experience in the design, execution, coordination, and management of research social approach projects under the international cooperation framework. 
  • Strong experience writing technical information products, translating data into specialized information products (reports, dashboards etc), and compiling diverse datasets. 
  • Experience working with the Displacement Tracking Matrix (DTM) is a strong plus. 
Skills
  • Intermediate level of expertise in GIS software (ArcGIS and QGis), relational database on population and/or movement using RDBMS (MS-Access, SQL Server or others), data management software (MS-Excel, Python, R, or others) data visualization software (Power BI, Tableu, or others) and mobile data collection tools (ODK, Kobo, or others). 
  • Excellent written and verbal communication skills; demonstrated ability to effectively communicate complex concepts to cross-functional partners. 
  • Ability to work in a multicultural environment from a gender perspective. 
  • Strong coordination and proactive skills and demonstrated capacities to lead work teams.
Languages
 
IOM’s official languages are English and Spanish.
