Job Description

Context

​​Following the rapid political shift in Damascus on 8 December 2024, Syria is undergoing a critical period of transformation. In response to the evolving situation, IOM has re-established its presence in Damascus and is rapidly scaling up emergency operations across the country, while maintaining cross-border assistance in northwest Syria. To meet urgent humanitarian needs, this response aims to assist 1.1 million people with life-saving support, including shelter, winterization, health care, protection services, camp coordination and management, and early recovery assistance. 

 

Under the overall supervision of the Chief of Mission (COM) for Syria and direct supervision of the Programme Coordinator (DTM), the Senior Project Associate (DTM) will be responsible and accountable for coordinating and facilitating DTM operations, including implementation processes, donor and institutional reporting, and operational workflows in the areas of migration management, emergency response. The role includes supporting liaison with counterparts in the government, UN agencies and other relevant stakeholders, contributing to the accuracy, consistency, and quality of DTM outputs in line with IOM’s regional and country strategies.

Responsibilities

Administrative and Procurement Coordination Support

  1. Lead and coordinate administrative and procurement-related tasks to support DTM operations, including tracking documentation, maintaining organized filing systems, and following up on signatures and approvals.
  2. Act as the main liaison with internal support units (procurement, finance, HR, IT, logistics, resource management, supply chain) to facilitate timely processing of requests, compliance with established procedures, and help resolve operational bottlenecks affecting DTM activities.
  3. Coordinate logistical and administrative arrangements for meetings, workshops, and trainings, including venue booking, materials preparation, access coordination, and drafting of minutes and summaries.
  4. Draft, review, and circulate documents, including cover memos, meeting minutes, notes for file, and templates, verifying accuracy, consistency, and professional presentation.
  5. Provide translation support (English–Arabic and vice versa) for informal or unofficial documents, correspondence, and materials to support operational functions.
  6. Review service provider and third-party contractor deliverables (reports, data outputs, documentation) for completeness, formatting, and alignment with operational and contractual requirements. 
  7. Maintain DTM filing systems and keep records accurate, organised, and accessible.

 

Data Quality and Reporting Support

  1. Verify Information Management and Reporting data accuracy, perform consistency checks, and review outputs for reliability and quality.
  2. Provide support on DTM data-related tasks as required, including compilation, formatting, and validation of information for reporting purposes.
  3. Perform such other duties as may be assigned.

 

Qualifications

Education
  • High school diploma with seven years of relevant professional experience; or,
  • Bachelor’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in supporting results-based programme implementation, reporting, and technical documentation, preferably in the international development or humanitarian sector.
  • Experience in donor relations and grant management for specific donors of IOM’s interest.
Skills
  • Ability to work effectively across IOM departments.
  • Good communication and writing skills.
  • Good time management and organizational skills.
  • Ability to prepare clear and concise reports.
  • Good level of computer literacy, including database applications.
  • Knowledge of financial rules and regulations.
Languages
  • For this position, fluency in English and Arabic is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
