Job Description
This consultancy seeks to develop a strategic and actionable roadmap to support MoEWOE and key stakeholders in successfully expanding into new destination countries or sectors, thereby enhancing overseas employment opportunities for Bangladeshi labour migrants.
The proposed roadmap will develop an outline for comprehensive studies and analyses, assessment of labour demand, skills gaps, and migration trends and so on for enabling Government of Bangladesh, recruitment agencies, and migrants themselves to make informed decisions. This roadmap will lay the foundation for generating methods for matching migrant skills with market needs, identifying emerging employment opportunities, and so on.
The International Organization for Migration (IOM) is supporting the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) to develop a roadmap for market exploration for labour migration. This is being undertaken through the project ‘Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration’ , implemented by IOM and funded by European Union (EU).
Responsibilities
- First deliverable – Inception report detailing the work plan and methodology - First instalment payment (10% of overall contract value) - Deliverable by email within 1 week after the signing of the agreement/issuing of the PO
- Second deliverable – Situational analysis report on current and potential market expansion within 3 weeks of signing the agreement.
- Third deliverable – Draft road map outlining opportunities, strategies, and recommendations for market expansion within 5 weeks of signing the agreement. Forth Deliverable- Finalized road map report reflecting feedback from MoEWOE and stakeholders within 6 weeks of signing the agreement.
- Final deliverable – Submit final Road Map (no less than 25% of overall contract value) -within 6 weeks of signing the agreement.
• Develop a set of indictors for labour market dynamics and other factors to form the basis for situation analysis.
• Propose a set of tools, indicators and approach (labour market surveys and so on) to use various analytical techniques for assessments and forecasting
• Facilitate multi-stakeholder consultations with the guidance of MoEWOE and its related agencies for inputs on the roadmap.
• Develop a structured roadmap with short-, medium-, and long-term strategies including templates/tools (including digital forecasting)/indicators for successful expansion into new destination countries or sectors in existing markets.
Qualifications
- Master’s degree in social science with relevant experience in research
• Experience international migration, market research, or policy analysis
• Familiarity with Bangladeshi migration context is highly desirable
- Exceptional analytical, communication, and stakeholder engagement skills
- Proficient in both English and Bengali

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
