Job Description
In May 2025 IOM in cooperation with Austrian Federal Chancellery will launch the Skills Mobility Partnership “EAGLE” between Austria and Egypt. The project will contribute to the deepening of economic cooperation and at the same time strengthen the regular migration routes between Egypt and Austria. The main objective is to mobilize Egypt's existing labor potential in the interests of both countries. This will be achieved through targeted investments in the skills development of the workforce in Egypt in the field of metal technology and processing for the transport sector, in particular on modern welding techniques. A total of 135 people will be trained as part of the project, whereas 100 participants will be trained to emigrate to Austria and 35 participants will be trained to join the Egyptian labor market. The prerequisite for participation is a completed apprenticeship in metal technology and processing that is comparable to Austrian standards. In addition to extensive language training, the project will consist of 6-month up-skilling course on technical and soft skills.
A major milestone of the project is the development competency-based TVET (Technical Vocational Education Training) curriculum based on innovative elements from Egypt’s education system and Austrian TVET expertise. Local authorities and training institutions will be actively involved, ensuring ownership and sustainability. In terms of content, the curriculum will address the private sector's demand for qualifications and skills, as well as competence requirements in Egypt, Austria, and other EU Member States. This approach will provide a collaborative model for regionally aligned training systems, benefiting all involved. To promote female participation in the training program, the curriculum will address gender-specific needs and include topics such as workplace equality and rights. Additionally, the curriculum will incorporate intercultural competency components to address the cultural, social, and practical barriers women often face in this male-dominated sector, offering solutions to overcome these challenges. Upon finalizing the curriculum, the learning environment/equipment needed to deliver the curriculum will be defined. Furthermore, a multi-stakeholder validation workshop will be conducted, including potential employers, to ensure the curriculum meets the requirements and the certification procedures are agreed on.
Another key milestone is the development and implementation of Training-of-Trainers (ToT) workshops for selected instructors in Egypt. These workshops will equip instructors with the skills needed to effectively deliver the new curriculum to EAGLE participants. The plan includes training at least five instructors, with a minimum of two being women. The workshops will be conducted both before and during the training of the EAGLE participants to ensure a gradual learning process for instructors and maintain quality standards. They will be delivered in collaboration with a second TVET expert and will take place both online and in person, preferably at the participating training institutions. Hence, duty travels to Egypt will be required. To address potential language barriers, in-person interpretation will be provided.

Qualifications
Education, Experience and/or skills required
- Proven experience in developing and implementing TVET curricula in metal processing occupations;
- Proven experience in developing and implementing ToT-Workshops;
- Proven ability to independently drafting reports;
- Knowledge of the Austrian and/or Egyptian TVET landscape is a distinct advantage;
- Fluency in German and English or Arabic is required.
The EAGLE TVET Consultant will be required to travel to Egypt.
