Duty Station of the Consultancy: Tbilisi, Georgia
Duration of Consultancy: 50 days (over a period of 11 months; 17 November 2025 – 16 October 2026)
Nature of the consultancy: Support to the International Organization for Migration (IOM) Mission in Georgia in the development of a comprehensive methodology for migration data collection and processing, ensuring the harmonization of definitions, standards, methodologies, and data-sharing practices across relevant institutions in accordance with international best practices.
Project Context and Scope
In recent years, Georgia has made notable progress in strengthening its migration data system. However, there remains a need for increased standardization of data and enhanced methodologies and institutional coordination for the development of evidence-based policies and ensuring effective migration governance. This project aims to contribute to improved migration governance in Georgia through the establishment of a cohesive and efficient migration data ecosystem which ensures that high-quality data is consistently used to drive effective policy and programming decisions (Objective).
The project aims to achieve the objective through the following outcome: The Government of Georgia’s institutions apply standardized methodologies and integrate coordination frameworks for enhanced migration data collection and management. Relevant outputs include: a comprehensive and standardized methodology for disaggregated (including sex, age, nationality) migration data is available (Output 1.1); relevant stakeholders have improved capacities on migration data collection and management, including gender analysis (Output 1.2); a roadmap for the Public Services Development Agency (PSDA) to integrate the methodology into the Unified Migration Analysis System (UMAS) is available (Output 1.3); recommendations are available to Geostat for mainstreaming migration data-related aspects into the Population Registry (Output 1.4); and a coordination framework for migration data exchange, led by Geostat, is available for integration into the Statistical Working Programme (Output 1.5).
To provide strategic oversight, guidance, and accountability, a Project Steering Committee (PSC) is established.
IOM Georgia is seeking to hire a national consultant who will support the development of a comprehensive methodology for migration data collection and processing, ensuring the harmonization of definitions, standards, methodologies, and data-sharing practices across relevant institutions in accordance with international best practices. Under the direct supervision of the IOM Programme Manager, and in close coordination with an international consultant, the national consultant will be responsible for:
- Supporting the organization of a consultation workshop with the SCMI Data Working Group (DWG) members
- Following-up with bilateral consultations with key stakeholders responsible for collecting migration-related data to assess data availability, gaps and needs.
- Undertaking literature review and initial stakeholder consultations, and support the international consultant for preparing an inception report outlining the proposed work plan for completing the assignment, including specific deliverables, a detailed timeline, stakeholder mappings, as well as clearly defined roles and responsibilities. The report should be submitted to IOM for review and endorsement.
- Conducting, under the guidance of the international consultant, a comprehensive needs assessment of migration data collection. This will involve reviewing current data sources, definitions and practices; identifying gaps, limitations and inconsistencies in existing administrative and statistical data; and mapping key stakeholders and their institutional capacities for data collection, management and reporting.
- Supporting the international consultant in the development of a draft migration data methodology and tools, including but not limited to:
- Definitions aligned with international standards;
- Data sources;
- Recommended methods and tools for data collection;
- Evidence-based recommendations for improving the quality, reliability, and consistency of migration statistics;
- Proposed mechanisms and method for data sharing, integration, and institutional cooperation.
- Supporting the organization and delivery of a workshop with the DWG to present the first draft of the migration data methodology and tool for feedback.
- Supporting the international consultant for preparing the final version of the revised methodology, ensuring full alignment with both national priorities and international standards and incorporating feedback from IOM, Geostat, DWG members and other stakeholders.
- Supporting in organizing a validation workshop to present the final methodology and plan subsequent implementation steps.
- Supporting the development of user-friendly, practical guidelines for the implementation of the updated methodologies, including recommendations for their incorporation into the Statistical Working Programme.
- Supporting the preparation and submission of a final consultancy report to IOM Georgia upon completion of the assignment, summarizing key activities, findings, challenges, lessons learned, and recommendations for sustainable implementation and future enhancements.

Qualifications
- University degree in statistics, mathematics, economics, sociology or a related field.
- Previous working experience in the collection, compilation, analysis and dissemination of development migration data and statistics or related areas is required.
- Experience in methodological work on statistics is required.
- Good knowledge of the Sustainable Development Goals is desirable.
- Good knowledge of the strategies and practices in the field of statistics and migration is desirable.
- Experience on developing methodological documents and in drafting documents aligned with international standards will be an asset.
- Experience in cooperating with various stakeholders, including international organizations is desirable.
- Experience in applying gender-sensitive approaches in data collection, analysis and policy development is desirable.
- Analytical thinking and problem-solving abilities is desirable.
- Strong organizational and communication skills is desirable.
- Proficiency in MS Office and online collaboration tools is desirable.
