For every child, the right to Nutrition!

The consultant will work in close coordination with focal points from the Ministry of Health, MASFAMU, and the provincial governments of Luanda, Huila, and Cunene to lead the development, validation, and initial implementation of strategic SBC plans. These plans will focus on key behaviours jointly defined with partners, addressing health, nutrition, and child protection needs through an integrated and culturally responsive approach. Technical guidance will be provided by UNICEF Angola’s SBC unit, in collaboration with the Health & Nutrition and Child Protection sections.
 
How can you make a difference? 
 
Under the supervision of the SBC Specialist and related sections of UNICEF Angola, the consultant will respond to the following key responsibilities:
 
1. Conduct Situational Analysis
• Review national and subnational SBC needs, existing research reports and rapid assessments, and any relevant behavior data
• Identify behavioral drivers and barriers to priority practices on health, nutrition and child protection
• Map provincial stakeholders, existing communication platforms, and trusted community networks that can support SBC implementation
 
2. Lead National and Provincial Consultations
• Facilitate participatory planning workshops in coordination with Provincial Health Directorates, municipal health teams, and national key partners
• Ensure inclusion of community leaders, local organizations, women’s and youth groups in the planning process
• Document local priorities, community insights, and feedback to inform customized provincial strategies
 
3. Develop SBC Plans
• Support the national training for national and provincial teams and implementing partners on SBC
• Draft five evidence-based, context-specific SBC plans—one for each target province and two national partners
• Each plan should include:
 
o Behavior and communication objectives
o Priority audiences and segmentation
o Key messages and dissemination strategies
o SBC model adopted
o Community engagement approaches
o Implementation channels
o Indicators and tools for monitoring
o Timelines and costed implementation plans (estimate)
 
4. Capacity Building
• Develop simple planning tools, checklists, and templates to support ongoing local implementation and adaptation
• Build capacity based on the UNICEF SBC guidance and other key guidance, mainly on social listening, rumour management, and community feedback mechanisms
• Conduct one in-person training for each province and national partners on the co-designed plan.
 
5. Support Rollout Preparation
• Provide technical assistance for startup activities considering the 2025/ 2026 timeline, including outreach methods, and monitoring systems
• Coordinate participative sessions to review, discuss and approve the plans

Deliverables

1. Situational Analysis Report summarizing behavioural drivers, barriers, stakeholder mapping, and existing platforms.
2. Documentation of National and Provincial Consultations, including workshop reports and community feedback.
3. Five Strategic SBC Plans (three provincial and two national), including:
 
a. Behavioural objectives and audience segmentation
b. Messaging and dissemination strategies
c. Monitoring indicators and costed implementation timelines
 
4. Training Materials and Tools (e.g., planning templates, checklists, guidance documents).
5. Capacity Building Sessions delivered in each province and at national level.
6. Rollout Preparation Plan, including technical assistance notes and coordination meeting summaries.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: (advanced University degree) i.e Masters in Social sciences, anthropology, psychology, social and behaviour change, or other disciplines related to the consultancy ‘s area
  • (Bachelor's degree with additional 2 years of experience can be considered in lieu of masters degree) 
  • Work Experience: -Minimum of 10 years of professional experience in communication and social mobilization, social and behaviour change (SBC), community engagement, and advocacy.
  • Demonstrated experience in project coordination, data collection, and development of evidence-based SBC strategies, including risk communication, social mobilization, and community engagement.
  • Proven ability to design and implement SBC interventions in humanitarian and/or development contexts; experience with emergency preparedness and response or natural disasters is an advantage.
  • Previous experience working with government institutions, the United Nations, civil society, and/or NGOs is highly desirable. -Strong analytical, documentation, and knowledge management skills, including the development of training and communication materials (e.g., handbooks, toolkits, multimedia content).
  • In-depth knowledge of African cultures and contexts, particularly in relation to child development and caregiving practices; direct experience working in African countries is required, with experience in Angola considered a strong asset.
  • High ethical standards and sensitivity to issues related to children’s rights and protection.
  • Ability to work independently, manage multiple priorities, and deliver high-quality outputs within tight deadlines and multicultural environments
  • Language Requirements: Fluency in spoken and written Portuguese and proficiency in English are required; knowledge of additional languages is an asset.
