Organizational Context and Scope :
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Working under the overall supervision of the Chief of Mission and direct supervision of Senior Programme Coordinator (Emergency and Post-Crisis), the successful candidate will lead implementation of a variety of data- and operations-focused activities, in support of broader IOM Pakistan objectives.
Responsibilities
Responsibilities and Accountabllities
- Plan, coordinate, and monitor day-to-day implementation of upcoming project activities linked to disaster response and supporting vulnerable migrants , including preparation of the project proposals; liaison with authorities, donors, and partners; oversight of day-to-day implementation; capacity building ; monitoring and reporting; and related activities.
- Undertake regular visits to the areas of operation for the purposes of project monitoring, capacity building, liaison with local authorities and partners, etc.
- Working closely with the Resource Management unit, coordinate all procurement, logistics, finance, compliance, HR, and administrative tasks for project activities.
- Work closely with staff, partners, and government to ensure appropriate project implementation ; incorporation of lessons learned from earlier, similar projects; and lead capacity building efforts to ensure best practices are implemented in project activities. Develop and maintain a system to ensure continual feedback and learning over the course of the project.
- Liaise with counterparts and partners, draft progress and other required reports, and ensure that project data and information are archived and shared appropriately.
- In support of the Programme Manager / Head of Unit, in consultation with partners, and in line with IOM data protection principles, develop creative and innovative uses of data for the purposes of improvement of service delivery and enhanced advocacy.
- Support the development and implementation of advocacy strategies to enhance the rights and privileges of vulnerable migrants in Pakistan.
- Where required, support IOM Pakistan operations, including emergency response activities. Tasks may include field deployments to establish, scale-up, and oversee operations; monitoring of field activities; liaison with authorities and partners; and capacity building of staff.
- As required, draft concept notes, sections of proposals, reports, and budgets(including interim and final reports),, and monitor project budgets, expenditures, and burn rates according to internal and donor requirements.
- Perform other duties as may be assigned.
Qualifications
- Master’s degree in International Relations, Conflict Resolution, Management, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or
- Bachelor's degree in the above fields with four years of relevant professional experience.
- Experience in emergency response, displacement data, transition and recovery or related programme areas, preferably at a managerial level, in emergency and post-crisis environments;
- Excellent Accuracy, Monitoring and Evaluation, Managerial, and Organizational Skills; Ability to work with limited supervision;
Delivers on set objectives in hardship situations; - Effectively coordinates actions with other implementing partners;
- Works effectively with Donors, national and local authorities, stakeholders, beneficiaries, and the broader community to advance IOM Pakistan objectives.
- Prior experience in similar role is an advantage.
- Practical field experience and understanding in domains related to relief interventions and humanitarian action (including support to displaced populations and implementation of emergency and early recovery activities), UN, and the cluster system is an advantage.
- Experience in liaising with government authorities, inter-governmental institutions, UN agencies and national and international NGOs.
- Demonstrated experience and understanding of the humanitarian and resilience building context in Pakistan, and of the vulnerabilities experienced by diverse population groups.
- Familiarity with Camp Coordination and Camp Management (CCCM), IOM’s Migration Crisis Operational Framework (MCOF) and IOM’s Displacement Tracking Matrix (DTM) will be considered a distinct advantage.
- Excellent command of English and Urdu, both spoken and written, is required.
- Familiarity with computer programs, including MS Office.
- Proven ability to supervise, train, and direct staff and manage operations.
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
- Ability to communicate clearly and concisely.
- Good writing, communication , and negotiation skills;
- Good interpersonal skills and ability to maintain trust and good working relationships with counterparts;
