For every child, the right to educate

Purpose of Activity/Assignment:   

The consultant is expected to provide the technical supervision for rehabilitation works of two kindergartens: 

Kindergarten #1: "Kurmanjan Datka" (#76), located on Abzhalova Street (on the territory of the former School #36). Osh City

Kindergarten #2: "Tunuk Nariste" (#75), located at №2/37a A. Malabekova Street. Osh City

The work includes supervising the detailed list of works mentioned in the bill of quantities (BOQ) and technical drawings, as well as building documentation and other relevant documents. 

Scope of Work related to 2 Kindergartens: 

  1. Site Supervision: Regularly visit the site to monitor the entire renovation process through substantial completion and during the Defects and Liability Period (DLP). 
  1. Work Initiation: Initiate all work on the site. 
  1. Contract and Payment Management: Manage the contract and verify all payments. 
  1. Work Acceptance: Accept all completed work. 
  1. Defects and Liability Period (DLP) Closure 
  • Acceptance of works after the Defects and Liability Period has finished. 
  • Conduct a final site inspection and create a list of any remaining defects, if needed. 
  • Control the elimination of defects by the contractor before the final payment is made. 

Work assignment overview:

1. Monitoring of the reconstruction projects by 30 November 2025 - 90% of work

1.1. Progress report per each stage of the construction work based on close monitoring of reconstruction activities, by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; the report will reflect follow up progress for each activity per milestones to ensure work compliance with norms, standards, and timeline, including verifications of quality and precautions on health and safety standards on ground.

2.  Closure of the project including covering the period of DLP by 30 June 2026 - 10%

2.1. Provide final DPL report based on participation in the partial, substantial, and final reception of works after verifying the correction of all defects during the DLP; relevant certificates prepared and issued.

2.2. Contract Performance Evaluation prepared in assistance to UNICEF Contract Administrator on contract close-out; the final completion report by the construction company checked for no physical defects occurred during the 6-month period after the construction completion. 

 

Travel:

If consultant based in Bishkek:

Travel Local: Total not less than 10 visits to the reconstruction sites in Osh for the period of consultancy should be planned, if consultant is based outside Osh.

The consultant is required to undertake local travel to the reconstruction sites in Osh. The total number of site visits must not be less than ten (10) for the entire consultancy period.  

This requirement will be met through a maximum of five (5) separate return trips (flights) from the Bishkek to Osh (in case if Bishkek based consult is applying). 

TRAVEL SCHEDULE AND CONSTRAINTS:
Minimum Total Site Visits -10 visits
Maximum Flights -5 return flights Bishkek/ Osh
Minimum Visits per Flight - 2 visits to the reconstruction site(s) per trip
Accommodation - Each trip requires an overnight stay in Osh
The fee for hotel accommodation can be reimbursed, up to a maximum of twenty (20) nights for the duration of the contract.

To qualify for this position, you will have

• University degree in civil engineering, construction engineering, architecture or other relevant area.

• Valid recognized Government Certificate for Structural Design Engineering supervision and/or for Expertise for engineering/construction works issued by State Construction Committee  

• Experience in the preparation of specifications for construction/reconstruction.

• Minimum 5 years of consecutive working experience in managing and supervising medium to large-scale (re) construction works in the public sector; Working experience in the area of preparation, implementation, monitoring and quality control of technical/ (re)construction projects.

• Proven experience in financial control of construction works (BoQ (bill of quantities), verification of executed works, etc.); 

• Experience of construction of buildings in health sector would be an asset  

• Experience of working with international organization would be an advantage. 

• Fluency in Kyrgyz and Russian and English is required.
