Job Description
The Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), funded by the African Development Bank (AfDB) and implemented by the International Organization for Migration (IOM), aims to improve the livelihoods and resilience of conflict-affected populations in Sudan through an integrated approach to health, education, and water sectors. The project responds to the urgent needs arising from the ongoing conflict, which has led to the destruction of critical social infrastructure and displacement of millions.
SISSIRP will be implemented across four target states — Aj Jazirah, River Nile, White Nile, and Sennar. The project focuses on rehabilitating and equipping social infrastructure, restoring access to clean water and sanitation, improving healthcare and education facilities.
Responsibilities
1-Coordination and Representation
- Coordinate all IOM activities within the assigned field location, ensuring smooth implementation and compliance with project workplans and objectives.
- Represent IOM in coordination meetings at the field location, including humanitarian, development, and government-led forums.
- Facilitate communication and collaboration with state authorities, UN agencies, NGOs, and community representatives.
2-Field Management and Monitoring
- Support the work of field teams and implementing partners within the state to ensure effective delivery of project components.
- Monitor progress of project activities, identifying bottlenecks, risks, and challenges, and propose corrective actions.
- Conduct regular field visits to assess the quality and impact of activities, and ensure adherence to IOM’s standards and donor requirements.
3-Reporting and Documentation
- Prepare and submit regular situation reports, progress updates, and other required documentation on the implementation of activities at the field level.
- Ensure systematic collection of data and information for monitoring and evaluation purposes.
- Contribute to project reports, success stories, and visibility materials.
4-Liaison and Stakeholder Engagement
- Build and maintain strong working relationships with local counterparts, including government agencies, community leaders, and partner organizations.
- Support local coordination mechanisms to enhance information sharing and joint planning among partners.
- Ensure that IOM activities are implemented in a conflict-sensitive and culturally appropriate manner.
5-Administrative and Logistical Support
- Coordinate logistical arrangements for missions, training, and workshops within the field location.
- Provide inputs for planning, budgeting, and procurement related to activities under the area of responsibility.
- Ensure compliance with IOM administrative and financial procedures.
- Timely coordination and completion of planned field activities.
- Effective liaison and cooperation with key state-level stakeholders.
- Quality and punctuality of reports and data submitted.
- Compliance with IOM procedures and donor requirements.
Qualifications
- University degree in Social Sciences, Development Studies, Public Administration, Management, or a related field from an accredited academic institution.
- Master’s degree will be an advantage
- At least 5 years (3 years for Master’s degree holders) of relevant professional experience in project coordination, field management, or humanitarian/development programme implementation.
- Proven experience in liaising with government authorities, UN agencies, NGOs, and communities.
- Experience with IOM or other UN agencies is an asset.
- Strong coordination, leadership, and problem-solving abilities.
- Excellent communication, negotiation, and interpersonal skills.
- Sound understanding of humanitarian principles, and familiarity with the operational context of Sudan.
- Ability to work effectively in complex, multi-stakeholder environments
- Fluency in English and Arabic is required.
Travel may be required for the project based on needs and follow IOM’s applicable procedures and security protocolsx
