Job Description

Context

Under the overall supervision of the Deputy Chief of Mission/Head of Programmes and the direct supervision of the Programme Manager for the African Development Bank Project, the Senior Project Associate (Technical and Vocational Education – TVE Support) will support to the implementation of the African Development Bank (AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This initiative aims to restore and expand access to essential services in health, technical and vocational education, and water and sanitation across four states (Aj Jazira, River Nile, Sennar, and White Nile), while strengthening resilience, community capacity, and equitable service delivery.

 

The incumbent will carry out and assist in the implementation of vocational education programme functions in accordance with IOM’s regulations, rules and procedures

Responsibilities

 

  1. Support the organization and delivery of technical and vocational education training (TVET) and skills development activities, including logistics, participant selection, coordination with training centers, and scheduling.
  2. Coordinate with implementing partners, vocational training institutions, and private sector entities to facilitate smooth delivery of training activities.
  3. Assist in carrying out skills mapping, market assessments, and baseline surveys to collect and compile data on training needs and employment opportunities.
  4. Support the adaptation and preparation of training materials and curricula in coordination with the TVET Technical Expert and relevant national institutions.
  5. Assist in the preparation of content and materials that incorporate digital technology, green skills, and other priority trades (mechanics, welding, plumbing, computer programming, solar installation) to improve employment prospects of trainees.
  6. Monitor ongoing training activities to verify compliance with project standards and gender and protection principles and compile relevant reports.
  7. Support conflict-sensitive and inclusive implementation approaches, particularly for IDPs and women, through coordination and follow-up with local counterparts.
  8. Participate in field visits to follow up on the quality and progress of trainings and assist in documenting good practices and lessons learned.
  9. Prepare procurement requests, payment documents, and other administrative requirements related to training materials, venue arrangements, and participant allowances.
  10. Maintain proper filing and documentation of all project activities, including beneficiary lists, reports, and training records.
  11. Coordinate with logistics and procurement teams for timely preparation and delivery of equipment, training kits, and materials.
  12. Liaise with local authorities, community representatives, and vocational centers to promote local participation and cooperation in project activities.
  13. Assist in organizing job fairs, apprenticeship placements, and other employment linkage activities in coordination with relevant partners.
  14. Support the identification and follow-up with potential employers for internship and job placement opportunities for trainees.
  15. Undertake duty travel within Sudan to monitor and support project implementation as required.

Qualifications

Education
  • High school diploma with at least six years of relevant working professional experience; or
  • Bachelor’s degree in Social Sciences, Business Administration, Development Studies, or a related field from an accredited academic institution with four years of relevant experience. 

 

Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience working for non-governmental organizations, international governmental organizations or UN agencies.
  • Experience in the implementation or coordination of technical and vocational education and training (TVET) or similar capacity-building activities.
  • Experience in administrative, logistical, and project implementation support, 
  • including procurement and financial follow-up.

  • Must have strong analytical and planning skills.

Languages

For this position, fluency in Arabic and English is required (oral and written).

IOM’s official languages are English, French and Spanish.
