Position Title: Senior Resource Management Associate (Finance and Budget)
Duty Station: Bangkok, Thailand

Context:
The Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand oversees and provides strategic and technical support to IOM activities within the region. Within the RO Bangkok structure, the Management Pillar provides support to 40 IOM Country Offices (CO) within the region on budgeting, accounting, human resources, procurement and other administrative functions.
Under the overall supervision of the Regional Finance Comptroller (RFC), and the direct supervision of the Regional Finance and Budget Officer (RFBO) for Asia and the Pacific, the successful candidate will support the Regional Office in Bangkok in ensuring effective financial oversight, budget monitoring, and accounting functions. The incumbent will also provide technical support to Country Offices on ERP-related issues, contributing to the smooth implementation of financial processes across the region.
Responsibilities
Core Functions / Responsibilities:
A. Accounting and Financial Transactions
- Act as ROAP finance focal for accounts payable (finance) transactions processing with Global Shared Service Centre
- Review and verification of accounts payable transactions for payment processing, purchase requests, staff Travel Authorizations (TA) and Travel Expense Claims (TEC) in compliance with internal financial rules and donor regulations.
- Facilitate the proper documentation and audit trails for all financial transactions.
- Contribute to perform the monthly closure of accounts including PULSE payroll projectization and common cost allocation.
B. Budget Review and Monitoring
- Contribute to the preparation of budgets for new project proposals, including budget revisions, in coordination with Programme Managers, Resource Management Officers, and Project Development Officers, as assigned.
- Monitor and review of Regional Office core funds and regional projects.
- Assist in the monitoring and review of Country Offices project accounts and sustainability, flagging deficits and risks.
- Assist in the preparation, review, and revision of budgets for regional projects and activities.
- Contribute to prepare donor financial reports and ensure compliance with donor requirements for RO managed projects.
C. ERP System Support
- Guide Country Offices finance staff on ERP transaction processing, documentation standards, and system navigation related to finance streams.
- Support on the monitoring and escalation complex ERP issues to the Regional ERP Wave Support Team or HQ as needed.
- Assist and facilitate troubleshooting of errors and sharing of best practices within the ROAP finance community.
D. Coordination and Capacity Building
- Collaborate with Regional HR, Supply Chain, and Change Management teams to maintain integrated support within the regional office
- Participate in regional finance training sessions and contribute to knowledge-sharing initiatives.
- Support Country Offices in strengthening internal controls and financial compliance.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in accounting, Commerce, Business Administration or a related discipline with four years of relevant work experience or High School Diploma with at least six years of relevant work experience in above fields.
- Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in accounting, financial management, accounting and budgeting including familiarity with generally accepted accounting policy and procedures.
- Knowledge of International Public-Sector Accounting Standards (IPSAS) and Oracle ERP would be advantage.
- Demonstrated ability to manage multiple work assignments efficiently and effectively;
- Proficient using the latest versions of Microsoft Word, Excel, PowerPoint, Access, and mail merges; email and web searches.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS)
Languages
IOM’s official languages are English, French, and Spanish.
Required
For this position, fluency in English and Thai is required (oral and written).
Desirable
Working knowledge of any other language of the region is an advantage.
