Project Context and Scope
The M&E specialist will be based at IOM Morocco Rabat. S/he will work under the direct supervision of the Monitoring and Evaluation Officer, in close coordination with the Head of Protection Department and project managers of COMPASS 2.0 and COMPASS MPF-funded projects. The consultant will provide technical support on monitoring and evaluation and contribute to the Protection Department’s coordination and reporting requirements. The consultant’s primary focus will be strengthening the monitoring systems of the COMPASS 2.0 and COMPASS MPF projects.

Responsibilities
Tasks to be performed under this contract
1. Data Collection, Analysis, and Monitoring
- Assist in collecting, maintaining, and analyzing data for monitoring and evaluation (M&E) activities under the COMPASS MPF and COMPASS 2.0 projects.
- Participate in field monitoring missions to support data collection according to monitoring plans, tools, and risk monitoring processes.
- Conduct preliminary analysis of M&E findings and provide inputs for developing internal mission guidance on feedback mechanisms and accountability.
- Track the status of indicators established for the projects, including those linked to IOM’s Strategic Results Framework (SRF).
- Flag and report to the Protection Officer and the M&E Officer any delays or challenges related to data quality or compliance with IOM, donor, or partner M&E requirements.
2. Reporting and Documentation
- Compile and file reports produced for the projects, ensuring timely submission in line with donor, UNCT, and IOM institutional requirements.
- Participate in monitoring and reporting exercises as assigned, including report endorsement procedures.
- Liaise with donor and UNCT monitoring teams engaged in project implementation to document and follow up on identified issues.
3. Research, Assessments, and Project Development
- Support the design, review, and implementation of special assessments, surveys, and operational research, in close coordination with the COMPASS M&E focal point at Headquarters.
- Prepare inputs for project and initiative development based on needs assessments and situation analyses, in line with IOM standards and M&E/RBM policies, in coordination with the Protection Officer and Programme Manager.
4. Coordination, Compliance, and Capacity Building
- Keep abreast of developments in IOM’s Evaluation, Monitoring, and RBM functions to ensure compliance with institutional strategies and frameworks (e.g., SRF, IQ, PRIMA).
- Develop tools to assess the impact of selected activities in coordination with the Programme Manager, the M&E Officer in Morocco, and M&E COMPASS team at Headquarter.
5. Administrative and Other Duties
- Provide administrative support to the Programme Manager and project focal points.
- Perform other duties as assigned.
Performance indicators for the evaluation of results
1. Monitoring Tools and Methods
- Develop and adapt tools, methods, and workplans for monitoring the COMPASS MPF and COMPASS 2.0 projects.
2. Data Collection and Reporting
- Conduct activity, results, financial, and risk monitoring for the COMPASS projects on a monthly basis, in coordination with project and finance teams.
- Collect, consolidate, and analyze data from the COMPASS projects in the field on a monthly and quarterly basis.
- Report against project indicators quarterly and as required for donor or institutional reporting.
- Provide up-to-date qualitative and quantitative data on project results, activities, finances, and risks on a monthly basis for the COMPASS projects.
3. Field Monitoring and Analysis
- Conduct regular field visits to implementing partners of the COMPASS projects to assess the impact of interventions in the field.
4. Final Deliverables
- Deliver a final report that:
- Synthesizes evidence and lessons learned from the COMPASS MPF and COMPASS 2.0 projects to inform decision-making and accountability at the Protection Department level.
- Provides recommendations to enhance outreach to target populations and improve the impact of activities.
- Assesses the overall impact of COMPASS interventions.
- Specific deliverables for missing indicators measured (in addition to data collected in Excel format, Kobo report as a source of verification for the monitoring system)
Qualifications
Education and experience
- Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution; and at least two years of experience as an M&E ,
- University degree in the above fields with four years as an M&E of relevant professional experience.
Skills
- Advanced computer skills in Excel, Word processing, Database management, or other statistical packages;
- Demonstrated knowledge of development of data collection tools, their administration
- Excellent communication and analytical skills.
- Strong expertise in statistical analysis;
- Skills in encoding qualitative and quantitative data into simple databases
Languages
- French , Arabic and English
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
- Travel required at national and potentially at international level.
