Job Description

Founded in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. With 175 Member States, another 8 States with observer status, and offices in over 100 countries, IOM, the United Nations Migration Agency, is dedicated to promoting humane and orderly migration for the benefit of all. It does so through the provision of services and advice to governments and migrants. Brazil has been an IOM Member State since 2004.
IOM assists the Government in coordinating and delivering responses through joint coordination agreements, partnerships with various government departments in the provision of services, and regular dialogue at all levels on migration issues. The main objective is to ensure that IOM can fulfill its role of supporting the Government of Brazil in leading response efforts that ensure the protection of migrants and—in accordance with the Global Compact for Safe, Orderly, and Regular Migration—promote the inclusion of migrants in national systems. Specifically, the incumbent will advise senior management on issues and processes related to relations with the Government, and will support positioning, coordination, advocacy, information, and communication with other UN agencies, NGOs, civil society actors, and other relevant stakeholders through strong involvement in inter-agency humanitarian processes, but also with a focus on development processes as they impact IOM.
The incumbent is expected to support the development of effective relationships with the government, especially at the federal, state, and municipal levels, as well as assist the government in identifying entry points for migrant-sensitive policies and programs and developing models to ensure access to basic services. Strong cooperation and communication skills allow for easy engagement with a broad range of stakeholders. Previous experience in team management and demonstrated flexibility and adaptability to frequently changing situations are also required. Proven experience working with Brazilian authorities is required.
Under the direct supervision of the IOM Brazil Programme Officer and in collaboration with relevant units throughout the Mission, the National Project Officer will be responsible for the following:

Responsibilities

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
  2. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
  4. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
  5. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
  6. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
  7. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
  8. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
  9. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
  10. Supervise and provide training and technical guidance to project staff.
  11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  12. Perform other related duties as required.

Qualifications

Education
  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields
 
 
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
 
Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of Brazilian and Latin-American governance and Institutional Strengthening
  • Knowledge of Project Development within IOM and UNCS framework
 
 
Languages
 
  • IOM’s official languages are English, French and Spanish.

REQUIRED
 

For this position, fluency in Portuguese and English is required (oral and written).
 

DESIRABLE

Working knowledge of Spanish will be considered and advantage
