Job Description

Under the general supervision of the Head of Operations, in coordination with the National Project Manager, and direct supervision of the Senior Project Associate (EDF Coordination), the incumbent is responsible for undertaking the following duties and responsibilities:  

Responsibilities

  1. Assist in the implementation and monitoring of project activities, including convening and recording the Enterprise Development Fund (EDF) Committee meetings; follow up on conditionalities.
  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6. Support M&E colleagues in post-disbursement monitoring: procurement schedules, verification of deliverables, and field visits
  7. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  8. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions; 
  9. Keep track of the EDF IMS/CRM system and monitor the critical path for each case. Prepare and review case files (checklists, technical assessments, and committee minutes). 
  10. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  11. Provides guidance/training to new/junior staff. 
  12. Perform other related duties as assigned.

Qualifications

Education
  • High school diploma with five years of relevant experience; or,
  • Bachelor's degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • 2+ years of experience in supporting grants management, document control, and administrative coordination. 
  • Proficiency in IMS/CRM and advanced Excel; strong attention to detail and compliance with institutional regulations. 
  • Prior to work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

Skills

  • SOPs and process control: full command of operational flows (intake–verification–committee–contract–disbursement–post-disbursement–closure) and use of checklists. 
  • File management: compilation, pagination, traceability, version control, chain of evidence, and physical/digital custody. 
  • Committee preparation: consolidation of packages (technical assessments, risk matrices, minutes), agenda setting, minute-taking, and follow-up on conditions. 
  • Contracts and disbursements: document coordination with Legal/Finance; verification of milestones and payment orders. 
  • Post-disbursement monitoring: procurement schedules, deliverable verification, site visits, and case closure. 
  • KYC/AML/CFT (operational level): validation of identities, tax registration (RUC), ultimate beneficiaries, and conflict-of-interest checks. 
  • ESMS (operational level): verification of screenings and required mitigation measures in the case file. 
  • PSEAH/AAP and data protection: responsible handling of information, segregation of duties, and application of the “four-eyes” principle. 
  • Auditing: preparation of samples, response to audit observations, and implementation of corrective actions.
Languages
  • For this position, fluency in Spanish is required (oral and written).
  • Working Knowledge of English
