Job Description

Context

The Philippines is a country experiencing the multi-faceted dimensions of migration.  IOM Philippines has a holistic approach to the mobility continuum, whether in emergency or in development settings. While labour migration is an integral part of the social and economic fabric of the country, Philippines also experiences internal displacement due to both natural disasters and conflict. IOM works to provide humanitarian assistance to displaced populations in a safe and dignified manner. 

Under the overall supervision of the Head of Programmes, and direct supervision of the Head of Project Support Unit, and in close collaboration with the Heads of Sub-Offices, the National Communications and Reporting Officer will support the implementation of Communications team and reporting activities in IOM Philippines.

The successful candidate will contribute to the work of the Project Support Unit by providing timely and quality support communication materials, project visibility products, and reports, working closely with programme teams to document and highlight IOM’s work in the Philippines through effective communications and reporting outputs. 

Responsibilities

  1. Contribute to the development and implementation of the communication plan, focusing on the creation of targeted visibility materials (i.e. communication, web, digital and visibility tools) that highlight IOM’s innovative programmes and projects in the Philippines and their contribution to global objectives. 
  2. Under the guidance of the Head of Project Support Unit, participate in the preparation and updating of informational and promotional materials for external partners, including factsheets and profiles, to support programme development and donor relations.
  3. Support the review and consolidation of donor reports and other institutional reporting tasks, including submissions to the UN and IOM Regional Office and Headquarters, ensuring that IOM Philippine’s work is duly reported and promoted internally and externally.
  4. Support the endorsement and submission process of donor reports and other reporting documents.
  5. Prepare and compile Talking Points and Briefing Notes, updating of key facts and figures, and key messages, in close coordination with the Communication and MEAL teams.
  6. In coordination with the Head of Project Support Unit, liaise with the Regional Project Support Unit and the Regional Media and Communications Unit in the Regional Office (RO) for Asia Pacific to ensure coordinated communications on regional issues, in line with IOM’s brand guidelines and donor requirements.
  7. Contribute to ensuring the quality and consistency of content by reviewing outputs of the CO’s Media and Communications staff for alignment with IOM’s brand guidelines and communications priorities. Support efforts to strengthen the CO’s communications capacity by contributing to training materials and participating in capacity-building activities for staff.
  8. Coordinate with the Monitoring and Evaluation team and Programme teams to produce situation reports, project updates, and to document good practices, lessons learned, and project achievements to ensure for inclusion in external documents.
  9. Support the organization of high-profile visibility events by reviewing speeches, media Lines to Take, and event materials, and by ensuring all logistical and documentation requirements are in place. Provide technical and administrative support to enable the Chief of Mission to participate effectively in media interviews, briefings, and public engagements. 
  10. In coordination with the Head of Project Support Unit, contribute to the development of content for communication campaigns at a national, regional, and international level, including for relevant UN Days.
  11. Under the guidance of supervisor, provide inputs to the Senior Management Team (SMT) on communications and reporting issues by compiling information, reviewing materials, and supporting the preparation of public outreach and internal documents. Support consistency and quality of communications outputs for internal and external audiences.
  12. Contribute to IOM’s Philippine’s programmatic reporting to the UNSDCF, in close collaboration with the National MEAL Officer and under the supervision of the Head of Project Support Unit.
  13. Undertake duty travels to sub-offices, satellite offices and project locations as necessary.
  14. Perform such other duties as may be assigned.

 

Qualifications

Education
  • Master’s degree in Political or Social Sciences, Communications, Journalism, International Cooperation/ Relations or a related field from an accredited academic institution; or,
  • Bachelor’s degree in the above fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience working in Non-Governmental Organizations (NGOs), UN, International Organizations or Diplomatic missions.
  • Experience in writing, reviewing, editing, or producing communication materials, including reports, web content, or social media posts.
  • Experience in contributing to donor or institutional reporting.
  • Experience in coordinating events or communication campaigns is an advantage.
Skills
  • Skills in graphic design (Adobe programmes), photography, or videography are an advantage.
  • High level of professionalism and ability to work under pressure, adhere to strict deadlines in a fast-paced environment.
  • Familiarity with migration, development and/or humanitarian programmes is an advantage.
  • Strong writing skills editing, and content development skills.
  • Good organizational, interpersonal, and coordination skills.
Languages
  • For this position, fluency in English and Filipino is required (oral and written).
  • Knowledge of major Filipino dialiect an advantage
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
