Job Description
Angola is simultaneously a country of origin, transit, and destination for labor migration. Many Angolans migrate to neighboring SADC countries and beyond (particularly Portugal and Brazil) in search of better work and education opportunities. At the same time, Angola attracts foreign workers in the oil and gas, construction, agriculture, and mining sectors.
Labour migration has potential to contribute significantly to Angola’s socio-economic development, especially in the areas of skills transfer, remittances, diaspora engagement, and employment creation. However, challenges persist in terms of migration data collection, institutional coordination, skills recognition, ethical recruitment, and social protection portability.
The Government of Angola (GoA), through the Ministry of Public Administration, Labour and Social Security (MAPTSS), has identified the need to develop a National Labour Migration Policy (NLMP). This policy will provide a coherent framework to manage labour migration in a manner that maximizes development benefits while ensuring the protection of migrant workers’ rights.
This initiative is aligned with:
- The SADC Labour Migration Action Plan (2020–2025).
- The AU Migration Policy Framework for Africa (MPFA).
- The Global Compact for Safe, Orderly and Regular Migration (GCM).
- Angola’s National Development Plan (2023–2027) and Vision 2050.
Reporting Arrangements
The consultant will report to the IOM Angola Chief of Mission and will work in close coordination with IOM LMI Focal Point, MAPTSS and the Technical Working Group.
Responsibilities
Objectives of the Assignment
The overall objective of the consultancy is to support MAPTSS and other relevant stakeholders in drafting a National Labour Migration Policy and Action Plan for Angola.
Specific objectives:
- Conduct an in-depth assessment of Angola’s existing laws, policies, and institutional frameworks related to Labour migration.
- Facilitate stakeholder consultations with government ministries, trade unions, employer associations, recruitment agencies, diaspora representatives, and civil society.
- Draft a National Labour Migration Policy that aligns with national priorities and international good practices.
- Develop a National Labour Migration Policy Action Plan to operationalize the policy, including timelines, resource needs, and monitoring mechanisms.
- Strengthening government capacity through training workshops and technical guidance.The consultant will:
- Develop a detailed work plan and methodology for approval by IOM and MAPTSS.
- Conduct comprehensive stakeholder mapping and analysis.
- Assess Angola’s migration policies, practices, and coordination mechanisms, highlighting strengths and gaps.
- Draft the National Labour Migration Policy in close coordination with the Technical Working Group (TWG).
- Draft the National Action Plan, outlining strategic objectives, interventions, roles, and timelines.
- Facilitate a two-day capacity-building workshop on Labour migration governance for Angolan officials.
- Organize a three-day national stakeholders’ consultation workshop to review and validate the policy and action plan.
- Present and revise draft documents based on feedback from MAPTSS, IOM, and stakeholders.
- Provide technical advice and participate in TWG meetings throughout the process.
- Perform other related duties as required.

- Inception Report with methodology and work plan.
- Labour Migration Assessment Report (including legislative, institutional, and policy review).
- Draft National Labour Migration Policy (10–15 pages).
- Draft National Labour Migration Action Plan (12–15 pages), including:

Education and Experience
- Advanced university degree in migration studies, law, public policy, economics, social sciences, or related field.
- At least 5 years of professional experience on labour, migration, policy and related issues, governance, or related areas.
- Demonstrated knowledge of Labour Migration Governance in Africa, particularly within SADC an advantage.
- Experience working with government ministries, international organizations, and social partners.
- Previous experience in Lusophone Africa (strong asset).
Skills
- Proven expertise in policy drafting and analysis.
- Strong facilitation and stakeholder engagement skills.
- Full computer literacy and familiarity with research and statistical tools.
- Ability to deliver high-quality outputs under tight deadlines.
Languages
- Portuguese (essential).
- English (required) for reporting and technical engagement with IOM.
