Organizational Context and Scope
The Asia-Pacific region presents unique migration dynamics shaped by evolving demographic and labour market trends. One in every three international migrants globally originates from the region, making it a key driver of global labour mobility. As countries face labour shortages and aging populations, advancing safe and regular labour mobility has become a top regional priority to sustain economic growth while ensuring the protection of migrant workers.
The Labour Mobility Unit of the IOM Regional Office for Asia and the Pacific lead the organization’s engagement on labour migration, working closely with regional bodies such as ASEAN and national governments. Strategic priorities include building the capacity of governments to improve labour migration governance, working with the private sector to protect migrant workers throughout the labour migration cycle, and enhancing migrant integration and social cohesion in communities.
Under the direct supervision of the Senior Regional Labour Mobility Specialist, the Regional Labour Mobility Officer will provide technical support to promote inclusive and rights-based labour mobility frameworks. The successful candidate will support regional programme development, capacity building, and stakeholder coordination to enhance the contribution of labour migration to sustainable development.
Responsibilities
- Provide operational guidance to Country Offices in the region on labour mobility and social inclusion related issues.
- Support the development and implementation of regional labour mobility programmes that expand safe, regular, and accessible migration pathways.
- Review, edit and coordinate inputs to project proposals, reports and other documents referred from Country Offices to the Labour Mobility Unit for approval and endorsement.
- Contribute to capacity-building efforts for government, civil society, and private sector actors on labour migration governance and protection mechanisms.
- Provide technical inputs and coordination support to contribute to the development of national migration policies and labour mobility strategies aligned with international standards and regional priorities.
- Contribute to knowledge management efforts by collecting, documenting, and promoting best practices and lessons learned across the region.
- Support partnerships-building initiatives with strategic actors including regional organizations, governments, private sector, and civil society, contributing to multi-stakeholder approaches that enhance labour migration governance.
- Provide technical support to Country Offices in the implementation of the IOM Strategic Plan, IOM Regional Strategy and other relevant global and regional frameworks.
- Support resource mobilization efforts and donor engagement for labour migration programming.
- Actively participate in conferences, workshops and meetings related to labour mobility, independently or with other IOM colleagues.
- Coordinate the recruitment process, supervision and training of incoming interns into the ROAP Labour Mobility Unit.
- Undertake duty travel as required to support programme implementation and stakeholder engagement.
- Assist in coordinating the activities of the Labour Mobility Unit in the absence of the Senior Regional Labour Mobility Specialist, ensuring smooth communication and follow-up on ongoing tasks.
- Perform other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in social sciences, International Relations, Economics, Law or a related field from an accredited academic institution with 2 years of relevant professional experience; or,
- Bachelor’s degree in the above fields with 4 years of relevant professional experience.
Experience
- Experience in labour migration and human development programming;
- Experience supporting policy dialogue with regional organizations, UN agencies, and national governments;
- Experience in designing and delivering training workshops; and,
- Work experience in Asia and/or the Pacific.
Skills
- Good understanding of global and regional labour migration trends;
- Familiarity with regional labour mobility schemes, in particular those relevant to the Asia and the Pacific region;
- Excellent background in policy development, project design, and stakeholder coordination;
- Proven skills in project development, management and reporting;
- Excellent analytical, communication, and diplomatic skills;
- Comfortable giving presentations and facilitating workshops; and,
- Commitment to human rights, gender equality, and sustainable development.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russia, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
