The United Nations Children’s Fund in Cambodia is looking for a national consultant to conduct the Development of the National Education Policy Framework (NEPF). The minimum qualification required is an advanced university degree (master’s degree or above) in a relevant field such as education, public policy, international development, or related discipline with a minimum of 5 years of relevant professional experience in education. How can you make a difference? 

The purpose of this consultancy is to support the Department of Policy (DoPo), Ministry of Education, Youth and Sport (MoEYS) in developing the National Education Policy Framework (NEPF) that will serve as roadmap for its educational system, that articulate a unified vision and strategic direction that drive the efforts and commitments of Cambodia in maximizing the potential and impactful outcomes of human capital investment for long-term social development. 

The development of NEPF aims to:

1. Articulate a shared national vision for education in line with Cambodia’s Constitution, Pentagonal Strategy-Phase I, and SDG 4.

2. Ensure coherence and alignment education policies across education sub-sectors and institutions.

3. Provide strategic guidance and benchmark for inclusive, equitable, quality, and resilient education.

4. Promote accountability, effective governance, and sustainable financing.

5. Strengthen stakeholder collaboration and policy ownership across all levels.

To qualify as an advocate for every child you will have… 

Minimum Qualifications required:

  • An advanced university degree (master’s degree or above) in a relevant field such as education, public policy, international development, or related discipline.

Knowledge/Expertise/Skills required:

  • Minimum of 5 years of relevant professional experience in education.
  • Demonstrable experience in educational research, data analysis and policy development.
  • Experience working for/or with the Ministry of Education, Youth and Sport is an asset.
  • Excellent written and oral communication skills in English and Khmer.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
