The Position:
The GBV Programme Coordinator’s post is located in Aden. Under the overall direction of the UNFPA Representative for Yemen and direct supervision of Deputy Representative the incumbent will be responsible for the day-to-day operations and oversight of the substantive and technical content of the GBV programs country-wide.

Job Purpose:
The primary roles of the Programme Coordinator are:

Responsibilities of the GBV Programme Coordinator: to support the implementation and monitoring of UNFPA GBV programmes ; to develop and maintain partnerships with concerned authorities, UN system organizations, multi and bilateral international development agencies, civil society and local communities.
You would be responsible for:
Programme Development and Implementation
- Conduct field assessments and situational analyses to determine needs and gaps for GBV prevention and response, with particular focus on GBV services. Where appropriate, ensure GBV issues are integrated into other key assessments, including those related to recovery, resilience, and social protection.
- Conduct service mapping and service gap analyses to assess the availability, accessibility, and quality of GBV response services, and plan for collaboration and improvement. Integrate longer-term development considerations such as capacity strengthening of national systems and sustainability of service delivery.
- In partnership with relevant UN entities, national and international NGOs, and government counterparts, develop a national GBV Case Management mechanism aligned with global guidance, the Inter-Agency Minimum Standards for Addressing GBV in Emergencies, and the Inter-Agency GBV Case Management Guidelines.
- Lead the development and implementation of GBV programmes that respond to immediate humanitarian needs while also contributing to long-term resilience and system strengthening in line with the UNFPA Country Programme Document (CPD).
- Ensure GBV programming contributes to broader SRHR, gender equality, and development outcomes, linking humanitarian action to national recovery and stabilization priorities.
- Orient UNFPA CO staff, implementing partners, and national authorities in planning and implementing GBV programmes that reinforce the humanitarian–development–peace nexus.
- Coordinate and facilitate training on GBV, Case Management, referral pathways, and survivor-centered approaches for service providers, police, municipal actors, and social workers, integrating development and protection perspectives.
- Support the CO to accelerate implementation of funded activities and pilot innovative, scalable solutions that maximize the impact of GBV interventions within both humanitarian and development frameworks.
Partnerships
- Maintain strong working relationships and, in coordination with the UNFPA Representative/Head of Office, provide regular updates on UNFPA’s GBV progress to the UNCT, GBV Sub-Cluster, Protection and Health Clusters, and development coordination mechanisms.
- Work closely with the SRH Specialist/Coordinator to strengthen linkages between GBV and SRH programmes, ensuring integrated approaches that address the continuum of rights, health, and protection needs.
- Advocate for integration of GBV prevention and response into national development plans, sectoral strategies, and budget frameworks, in alignment with the CPD and UNSDCF priorities.
- Support efforts to mobilize resources and influence policy dialogue to sustain GBV and SRHR investments across the nexus.
- Collaborate closely to ensure Clinical Management of Rape (CMR) services are available and accessible to all survivors, while engaging authorities and partners to institutionalize these services within national health systems.
Reporting
- Monitor GBV assistance provided by UNFPA through implementing partners, ensuring both emergency response and developmental impact are documented.
- Track progress and outcomes of GBV programming, especially Case Management and system-strengthening initiatives, through regular data collection, expenditure tracking, and partner reporting
- Prepare concise progress reports, contribute to SitReps and annual reports, and document lessons learned and good practices that demonstrate humanitarian–development linkages
- Share knowledge and lessons with ASRO, HQ, and partners to inform regional advocacy and programmatic replication.
Capacity Development
- Provide mentoring and technical coaching to staff, consultants, and implementing partners on GBV prevention, response, and nexus programming.
- Strengthen institutional capacity of local authorities and service providers to transition from humanitarian to sustainable service delivery models.
- Support integration of GBV risk mitigation and survivor-centered approaches into recovery and development programmes, ensuring alignment with national gender and social protection systems.
Administrative and Miscellaneous Duties
- Submit monthly reports documenting progress against work plan outputs, highlighting nexus linkages, advocacy achievements, and contributions toward CPD outcomes
Qualifications and Experience:
Education:
Advanced degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field;
Knowledge and Experience:
- A minimum of 5 years of experience in reproductive health and gender issues and their application in international humanitarian or development settings;
- Experience in humanitarian coordination;
- Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors;
- Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
- Experience in program management;
Languages:
Proficiency in English. Advanced Arabic is an asset
