Project Context and Scope:
In October 2025, Hurricane Melissa, a Category 3 storm later downgraded to Category 2, caused severe flooding and landslides across several regions of Haiti, killing 31 people and displacing over 15,800. The disaster exposed the country’s high vulnerability and limited capacity to respond effectively to extreme weather events. Access to protection services remains limited, and there is an urgent need to strengthen support systems, build community resilience, and provide culturally appropriate services to help individuals and communities recover and thrive. Under the overall supervision of the Chief of Mission in close coordination with the Senior Emergency Coordinator, and the direct supervision of the Protection Coordinator, the Protection Specialist will be responsible for supporting protection-related activities for the IOM’s emergency response to Hurricane Melissa in Haiti.

Responsibilities
- Oversee the implementation of protection components within the hurricane emergency response, ensuring quality and timely delivery of activities.
- Coordinate individual protection case management, including cases of SGBV and child protection, and provide guidance to case workers.
- Develop or adapt Standard Operating Procedures (SOPs) and tools related to protection activities under this specific emergency response.
- Ensure proper data management and documentation of beneficiaries, including accurate entry into IOM databases and secure filing systems.
- Prepare regular reports, statistics, and analysis on protection activities and trends as required.
- Coordinate and supervise the direct assistance mobile team in implementing field activities in close coordination with the Protection Coordinator.
- Contribute to the design and implementation of capacity-building initiatives for local authorities, civil society, and partners, and support the organization of awareness-raising campaigns on protection issues.
- Maintain effective coordination and partnerships with UN agencies, government counterparts, NGOs, and other relevant actors.
- Promote and facilitate the integration of protection principles across all emergency response activities and contribute to humanitarian planning, reporting, and funding proposals.
- Draft protection-related reports, situation updates, briefing notes, and other documentation as requested by IOM, government counterparts, or donors.
- Perform other related duties as may be assigned.
- Number of IOM staff, government officials, and civil society actors trained in protection-related topics.
- Percentage of IOM’s protection initiatives successfully implemented according to established work plans.
- Frequency and quality of interinstitutional collaboration activities on protection, such as joint meetings or initiatives.
- Quantity and timeliness of reports, summary notes, and funding proposals produced on protection-related issues.
Qualifications
Education, Experience and/or skills required
Education
- Master’s Degree or equivalent in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with two years of relevant professional experience; or, Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience.
Experience
- Experience in humanitarian affairs, and/or development relating to migration, refugee, IDP issues, showing increasing levels of responsibility; field experience preferred.
- Experience in liaising with government authorities, other national/international institutions, and NGOs.
- Experience in project management and development and/or monitoring, evaluation, and reporting.
- Demonstrated experience working on protection programming and/or vulnerable people with protection needs in an emergency or post-conflict environment.
- Solid knowledge of Protection coordination mechanisms.
SKILLS
- Strong planning and coordination skills
- Strong interpersonal and communication skills, including ability to work in a multi-cultural environment
- Sound ability to communicate practical knowledge on actions to address Protection issues at the operational level
- Demonstrated analytical, writing and reporting skills
- Solid computer skills (MS Excel, Word and PowerPoint).
LANGUAGES REQUIREMENTS
IOM's official languages are English, French, and Spanish.
Required
For this position, fluency in English and French is required (oral and written).
