Context

 

Through the Objective 21 of the Global Compact for Safe, Orderly and Regular Migration (GCM), States committed to cooperate in facilitating safe and dignified return and readmission, as well as sustainable reintegration. Safe and dignified return and sustainable reintegration are an indispensable part of a comprehensive approach to migration management. Assisted voluntary return and reintegration (AVRR) programs aim to support migrants who are unable or unwilling to remain in host or transit countries and wish to return to and sustainably reintegrate in their countries of origin. In order to support migrants in vulnerable situations with access to services, including voluntary return support and reintegration assistance, IOM implements the Migrant Protection, Return and Reintegration Programme – North Africa (MPRR-NA), multi-year programme funded by the European Union (EU) and supported by the governments of Denmark, Norway, Italy and Sweden. While facilitating migrants’ access to protection assistance, including return and reintegration services, the programme also aims at strengthening the return and reintegration capacities of partner countries. 

 

Under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Senior Regional Programme Coordinator (MPRR-NA), and in close coordination with the Senior Regional Thematic Specialist for Migrant Protection MPX , other relevant units in Regional Office (RO) in Cairo and country offices, and the Central Coordination Unit of the MPRR for Sub-Saharan Africa, the Regional Return and Reintegration Officer will be responsible, in the scope of the MPRR-NA programme, for providing operational support to country offices, promoting cross-regional coordination and leading regional initiatives as regards to return and reintegration. 

Responsibilities

 

  1. Provide operational guidance and support to IOM MPRR NA Country Offices on the return and reintegration assistance of migrants in vulnerable situations at individual, community, and structural levels, both remotely and through mission support, assess training needs on return and reintegration in MPRR NA Country Offices and facilitate the roll-out of relevant trainings. 
  2. Review existing procedures and tools and support country offices in the development of new contextualized Standard Operating Procedures (SOPs), whilst ensuring application of institutional standards and a reasonable level of harmonization across the approaches used in the various implementing countries. 
  3. Support MPRR NA country offices in identifying partners, assessing and developing their capacities and establishing referral pathways. Moreover, provide substantive inputs and support to country offices’ strategies in building national return and reintegration systems and establishing community-based reintegration initiatives.  
  4. Develop regional programmatic tools and guidance to streamline approaches, in particular as pertains to the coordination with countries of origin and the provision of reintegration assistance in countries without active IOM reintegration programme.
  5. In close coordination with relevant thematic units, facilitate the planning and implementation of MPRR NA regional level programmatic initiatives as relates to return and reintegration, in particular regional capacity building and research initiatives, ensuring their alignment with stakeholders’ and programme priorities.
  6. Enhance coordination mechanisms between host countries and with countries of origin to promote cross-border case management and continuity of care, reinforced linkages between return and reintegration, as well as smooth planning of operations, including through the development of cross-regional SOPs and the introduction of reinforced mechanisms to monitor existing challenges and bottlenecks and provide timely solutions within the context of MPRR NA. 
  7. Contribute to programme enhancements and development for return and reintegration, based on available evidence, trends, and lessons learned from previous programmes within the context of MPRR NA. 
  8. Contribute to consistent messaging and positioning of the programme in a changing return and reintegration landscape and provide thematic inputs to communication material within the context of MPRR NA. 
  9. Promote the exchange of experience and good practices among MPRR-NA implementing sites and return and reintegration practitioners, including by establishing a community of practice and documenting good practices from country offices. Through this and the close coordination with other thematic areas, promote the development and scaling of innovative solutions.
  10. Actively promote synergies between the MPRR-NA and other regional and country level programmes.  
  11. Conduct regular monitoring and support missions to country offices. 
  12. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences, Migration Studies, Development Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in return and reintegration, preferably in the framework of AVRR schemes, or experience in other relevant fields such as livelihood or protection programming; 
  • Working experience in North Africa and field experience is an advantage; 
  • Demonstrated expertise in the designing and implementing capacity development initiatives; and, 
  • Previous experience with UN and International Agencies, international or local Non-governmental organizations (NGOs) preferred.

Skills

  • Excellent written and verbal communication skills;
  • Strong analytical skills; 
  • Proven track record of successful engagement with donors and government actors;
  • Excellent coordination and leadership skills in an intercultural context;
  • Demonstrated knowledge and expertise in the field or return and reintegration; and,
  • Solid knowledge of IOM's institutional settings.

 

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French,  Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
