Project Context and Scope

Supporting Urban Integration of Displacement-Affected Communities (SUIDAC) Programme: The SUIDAC Programme (2024–2028) aims to foster the sustainable integration of displaced populations and their host communities in nine secondary cities across five countries in SubSaharan Africa that share significant challenges in hosting displaced populations. It seeks to improve the living conditions of DACs  - which include both forcibly displaced populations (refugees, asylum seekers, internally displaced persons, and returnees) and host communities - by enhancing public service delivery, creating livelihood opportunities, and strengthening protection services. It also builds the capacity of local authorities in urban governance and planning, while fostering city-to-city learning within the region to sustainably integrate displaced communities. SUIDAC enhances municipalities’ ability to address the needs of DACs amid urban challenges caused by forced displacement. This empowers host cities and local stakeholders to become key leaders of their own development, more resilient, and better prepared for the impacts of human mobility. The EUR 30 million programme is funded by the EU and implemented by Cities Alliance in partnership with six technical implementing partners (TIPs) and nine municipalities through direct implementation and grants. 
 

The primary objectives of the role are to:

• Conduct a stakeholder mapping of local authorities, ministries, working groups, CSOs, RLOs, and DAC representatives.

  • Review existing policies, city development plans, and publicspace strategies.

  •  Identify training needs among local technical staff and political leaders (capacityneeds assessment).

  •  Draft an implementation workplan and timeline for the activities.

  • Implementation of the Capacity Strengthening for Local Governance activity will include the following key actions:

  1.  Develop training modules:

  •  Inclusive publicspace planning and design

  • Participatory methods (with DACs and host communities)

  • Urban safety, accessibility, and gendersensitive design

  • Environmental sustainability and maintenance of public spaces

  • Legal frameworks and the rights of forcibly displaced people

  1.  Deliver training sessions:

  • Organize targeted workshops for engineers, planners, municipal staff, and political leaders

  • Use practical exercises and real publicspace case studies

  • Capture baseline and posttraining assessments to measure learning

  1. Develop or support local publicspace strategies:

  • Support local authorities to integrate inclusive and displacementsensitive approaches

  • Facilitate consultations with DACs and community groups

 

  • Implementation of the Fostering Policy Dialogue activity will include:

  1.  Prepare policy briefs on:

  •  Forceddisplacement trends in urban areas

  •  Publicspace and basicservice challenges

  • Governance and rights considerations

  • Priority needs of DACs

  1. Facilitate national and local policy dialogues:

  •  Organize roundtables with ministries, municipalities, CSOs, RLOs, and technical experts

  • Present findings and recommendations

  • Collect input to align priorities across national and local levels

  • Implementation of the Strengthening Working Groups activity will include:

  1.  Assess existing national working groups:

  • Identify gaps in current coordination mechanisms

  •  Map opportunities to include displacementfocused urban issues

  1. Strengthen or establish new working groups:

  • Expand membership (local governments, ministries, unions, CBOs, NGOs, RLOs)

  • Develop terms of reference and meeting schedules

  •  Ensure representation of women, youth, and DAC communities

  1.  Support ongoing functioning:

  • Provide technical guidance, facilitation, and documentation

  • Support the group in producing recommendations and followup actions

The Sustainable Urban Integration of Displacement-affected Communities (SUIDAC) in Sub- Saharan African Cities Action in Sudan - Phase II – CS1421 under Transition and Recovery unit 

Responsibilities

Tasks to be performed under this contract

Tangible and measurable outputs of the work assignment 

  Category B Consultant hired to deliver a report, with a single payment to be issued upon completion of all reports and delivery of five workshops within four months. The deliverables are as follows:

  1. Document capacity-building results 

  2. Document the strategies developed

  3. Summaries of policy dialogues and working group meetings 

  4. Conduct Four workshops for Establishing of the working groups is to foster inclusive policy dialogue and collaboration among stakeholders.

  5. Conduct one workshop for National and local policy dialogue on urban forced displacement, durbal soulation and migration network and GCM. 

 
Performance indicators for the evaluation of results

 
  1. Completion of a comprehensive capacitybuilding report submitted on 45 days. 

  2. Evidence of improved knowledge or skills among participants (measurable learning gains)

  3. Submission of well‑structured strategy documents aligned with project objectives

  4. Integration of displacement‑sensitive and inclusive approaches in the strategies

  5. Validation or endorsement of the strategies by relevant local authorities or stakeholders

  6. Submission of concise and accurate meeting summaries within agreed timelines for the policy dialogues and working group meetings

  7. Quality and clarity of analysis in capturing policy gaps and opportunities

  8. Successful facilitation of four workshops with attendance meeting agreed targets

  9. Active participation of stakeholders, including women, youth, and DAC representatives

  10. Achievement of workshop objectives, such as defining terms of reference and membership 

  11. Positive participant feedback from post‑workshop evaluations

  12. Completion of the workshop on national and local policy dialogue on urban forced displacement, durable solutions, migration networks, and GCM with participation from national and local authorities, UN agencies, and civil‑society actors

  13. Positive evaluation from participants regarding usefulness and facilitation quality

Qualifications

Education
  • Advanced university degree (Master’s or higher) in Urban Planning, Urban Development, Public Administration, Migration Studies, Governance, Social Sciences, or a related field.

  • A specialization or formal training in displacementsensitive urban planning, public space design, or urban governance is an asset.

Experience
  • Minimum 5–7 years of professional experience in urban planning, local governance, urban policy development, or displacementrelated programming.

  • Proven experience in designing and delivering capacity-building programmes for local authorities, including technical staff and political leaders.

  • Demonstrated experience conducting stakeholder mapping, policy reviews, and needs assessments in complex urban environments.

  • Urban safety, accessibility, and gender-sensitive design

  • Urban governance systems and public service delivery

  • Legal and policy frameworks related to forced displacement and rights based programming

  • Excellent facilitation and presentation skills, including ability to lead technical workshops.

  • Ability to conduct baseline and post training assessments and translate results into clear recommendations.

  • Ability to work with diverse stakeholders (government, CSOs, RLOs, DAC representatives) in sensitive and politically complex environments.

  • Strong communication skills, including verbal and written.

Languages
  • Fluency in English and Arabic is required.

Travel required
  •          Frequent travel to Atbara in River Nile State and Port Sudan will be required to conduct the workshops.
