Job Description

Context

Under the overall supervision of the Chief of Mission/Officer-in-Charge, and direct supervision of the Project Manager, the incumbent will be responsible for the coordination, implementation and monitoring of the  “Strengthening the Reintegration of Returnees in The Gambia (STRONG) at the Community level’’ project that aims to provide reintegration assistance to migrants through community-based reintegration initiatives and Mental Health and Psychosocial Support (MHPSS) services targeting both returnees and community members. The project also seeks to strengthen the capacities of both state and non-state actors to contribute effectively to reintegration processes. This initiative is funded under the European Union’s Flexible Mechanism for Migration and Forced Displacement. 

Working in close coordination with the Project’s team and other thematic areas of IOM The Gambia, the role will assist the Project Manager in the timely implementation of the project, by supporting coordination with stakeholders at national and regional levels and contributing to capacity-building efforts for local stakeholders especially at the community level to help identify, establish, and sustain economically driven initiatives for returnees and their communities.

Responsibilities

  1. Assist in the coordination and monitoring of the operational, administrative, and financial aspects of the project in accordance with IOM policies and practices as well as donor requirements.

  2. Keep the supervisor informed of the status of project implementation; identify gaps and suggest actions to improve implementation. 

  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operating procedures. 

  4. Contribute to building synergies with other IOM Units to synchronize activities carried out under different projects and facilitate integration of cross-cutting issues such as gender mainstreaming, green jobs, and environment and climate–sensitive initiatives.

  5. Provide support to local authorities, the local development committee, and the project management committee in applying the participatory planning methodology, community profiling, participatory visioning, prioritization processes, and the production of community action plans in selected communities. 

  6. Support the formation or strengthening of a community/ local project management committee responsible for implementing community-led initiatives for the sustainable reintegration of returnees and social cohesion (peaceful co-existence) in the community. 

  7. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project-related activities, including project awareness and visibility, summaries, press releases and other relevant materials.

  8. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts. 

  9. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 

  10. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners, local project management committee and communities.   

  11. Contribute to capacity gap assessments and support capacity-building of community structures to facilitate smooth project implementation and the sustainability of the project. 

  12. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums. 

  13. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.

  14. Supervise and provide training and technical guidance to project staff.

  15. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc. 

  16. Perform other related duties as required.

Qualifications

Education
  • Master’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution; or,

  • Bachelor's degree in the above-mentioned fields with two years of relevant professional experience

Experience
  • Experience working and liaising with various stakeholders, including government authorities, as well as UN agencies, donors and NGOs, community-based organizations, the private sector, and building effective partnerships.

  • Experience in designing and implementing community-based reintegration projects/initiatives and social cohesion in the community. 

  • Demonstrated experience in project development, implementation, management, reporting, monitoring, and evaluation, especially in the field of migration and return and reintegration, community-based development, social cohesion, and climate and disaster-related displacement and migration. 

  • Experience in assessment, review, and development of guidelines, polices, SOPs, and capacity-building activities.

  • Experience in partnership development, or stakeholder engagement, including organizing consultations, workshops, seminars, and delivering training for various audiences.

  • Understanding of internal and international migration issues in the country and good knowledge of the broad range of migration-related subjects.

  • Experience in undertaking regular travel in the project intervention areas.

  • Knowledge of the broad range of migration-related subject areas dealt with by the Organization.

  • Proven experience in participatory community-based planning tools and implementation of the Community-Based reintegration project.

Skills
  • Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities, and other relevant stakeholders.

  • Strong organizational skills; presentation and public speaking abilities for diverse audiences. Excellent writing, communication, interpersonal, networking, negotiation, and analytical skills.

  • Solid project management skills, with a focus on planning, monitoring, and evaluation.

  • Ability to prioritize tasks, meet deadlines and work under pressure with minimal supervision.

Languages
  • For this position, fluency in English is required (oral and written). Knowledge of any two local languages and French is an advantage.

IOM’s official languages are English, French and Spanish.
