Job Description

Context and Scope 

As part of its mandate to promote regular, safe and well-governed labour migration, the International Organization for Migration (IOM) is providing technical support to the Government of Burundi to strengthen the capacities of institutions and stakeholders involved in the governance of labour migration, employment and professional integration.

This support is part of the Government's efforts to improve inter-agency coordination, access to information, data management and exchange, as well as the effectiveness of governance mechanisms related to labour migration. In this context, it is planned to develop a digital one-stop shop on employment, designed as an institutional tool for labour migration stakeholders, to centralise information, facilitate access to services, strengthen coordination between actors and support decision-making based on reliable data.

IOM is supporting this process by providing technical and operational support to the Government, in particular through the recruitment of national expertise in charge of the design, development, deployment and support for the implementation of this digital solution. The consultant will work for IOM Burundi as part of this support, while contributing to the establishment of a system that will be appropriated, used and sustained by the stakeholders concerned.

Organizational Department/Unit to which the Consultant contributes: Labour Migration and Social Inclusion (LMI)

Responsibilities

Under the general supervision of the IOM Burundi Chief of Mission and under the direct supervision of the Head of the IT Department, the consultant will be responsible for: 

  1. Analyze the functional and technical needs of the Digital Single Window on Employment, in consultation with IOM and relevant stakeholders.

  2. Propose a technical architecture and a solution adapted to the identified needs, taking into account security, interoperability and data protection standards.

  3. Design and develop the Digital Single Window platform on employment in accordance with validated specifications.

  4. Perform the necessary technical and functional tests before going into production.

  5. Ensure the operational deployment of the platform.

  6. Train designated users (administrators and end users) on how to use and manage the platform.

  7. Provide post-deployment technical support, including troubleshooting, necessary adjustments and system optimization.

  8. Write and submit a final consultancy report detailing the activities carried out, the results obtained, the challenges encountered and the recommendations.

 

Qualifications

Education, experience and/or skills required:

  • Advanced university degree (Bachelor's or Master's degree) in Computer Science, Information Systems, Software Engineering or related field.

  • Proven professional experience of at least 10 years in the development of digital platforms or information systems.

  • Proven experience in the design, development and deployment of web applications or complex digital solutions.

  • Good knowledge of IT security, data protection and system interoperability standards.

  • Experience working with public institutions and/or international organizations is an asset.

  • Demonstrated ability to produce clear technical documentation and training materials.

  • Excellent analytical, organizational and problem-solving skills.

  • Good knowledge of the Burundian context is an asset.

  • Fluency in French; Knowledge of English is an asset.

  • Ability to work independently and meet tight deadlines.

  • Excellent written and oral communication skills in French and English

  • Ability to work independently and manage multiple tasks simultaneously.

  • Mastery of computer tools and web technologies.
