Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.

In the migration management, irregular migration poses significant risks to both migrants and smuggling facilitators. Migrant smuggling network is exploiting economic migrants seeking better job opportunities abroad. As a result, smuggling crime has evolved into highly organized and profitable criminal enterprises where Indonesia plays a vital role as a transit country to the migrants. Furthermore, IOM also recorded an increased number of coastal communities involved in the smuggling of migrants. the role of coastal communities in facilitating irregular migration is not only crucial, but also dynamic; ranging from being the captain, procuring boats and machines, supplying food, water, and fuels, as well as arranging the migrants’ accommodation.
Further, trafficking in persons often intersect with smuggling, where migrants are exploited, regardless of their migration status or how they migrate. Case management team, which is operating under IOM’s Counter Trafficking sub-unit, is also supporting the Government of Indonesia to provide direct support to victims of trafficking. This includes identifying and screening victims, providing physical and mental health rehabilitation support, and helping with their return and reintegration efforts. 

Responsibilities

Responsibilities

The consultant will be responsible to conduct the following assignments: 
  1. Monitor case progress assisted by all case workers under the case management team, update internal database, and develop annual statistics;
  2. Monitor and document smuggling cases or attempts in Indonesia through media monitoring, internal data, and other credible sources;
  3. Coordinate internally between relevant units within IOM to collect updated data and information on policy and migration governance developments, information and data related to trafficking and smuggling issues in Indonesia.  
  4. Maintain a comprehensive and updated database of all internal and external activities conducted by the Counter-Trafficking sub-unit;
  5. Leading the coordination with relevant units within IOM to collect and consolidate data related to trafficking and smuggling issues;  
  6. Support to provide direct assistance to victims of trafficking using trauma-informed and gender sensitive approach;
  7. Facilitate coordination with members of the Indonesian Anti-Trafficking Task Force and relevant counterparts in assisting trafficking and smuggling cases;
  8. Support the development of concept notes related to trafficking and smuggling issues; and 
  9. Based on the information collated, develop two quarterly updates on migration situation analysis and trends report covering first and second quarter of 2026. 
 

Qualifications

Education
  • A minimum bachelor’s degree (or equivalent advanced university degree) in Law, Political Science, Social Science, International Relations, Refugee Studies, or Education and/or an equivalent combination of training and experience; 
  • Minimum 3 (three) years of work experience in writing, research, and direct assistance to beneficiaries. Prior experience in assisting humanitarian cases is a great advantage; 
Experience
  • Prior experience in handling humanitarian cases is a strong advantage;
  • Experience working with governmental and non-governmental institutions, as well as senior representatives involved in migration issues in Indonesia, is highly desirable;
  • Previous experience with international organizations is an asset.
Skills
  • Strong command of data collection, research methodologies, and report writing;
  • Proficiency in Microsoft Office applications is mandatory;
  • Excellent analytical, verbal, and written communication skills in both Bahasa Indonesia and English;
  • Thorough understanding of migration-related issues, including refugees, asylum seekers, smuggling of migrants, fishing crews, coastal communities, and protection of vulnerable groups;
  • Knowledge of the Indonesian context and humanitarian assistance is advantageous;
  • Excellent time management skills with the ability to meet agreed deadlines;
  • Strong presentation and interpersonal communication skills.
Languages
  •  Fluency in English and Bahasa both oral and written is mandatory. 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
