UNICEF Afghanistan is seeking an individual consultant to support implementation of gender-responsive strategies and interventions under the Asian Development Bank (ADB) and World Bank (WB) funded (and upcoming Gates health project) Health and Education projects covering 34 provinces in Afghanistan.

Objectives of the Assignment
- To support implementation of the Gender Action Plans under WB and ADB-funded (and upcoming Gates health project) Health and Education projects by providing hands-on technical and operational support to IPs/SPs.
- To ensure project compliance with ECA criteria, ESF standards, SEA/SH safeguards, and ADB gender and social inclusion requirements at implementation level.
- To enhance the quality and frequency of gender monitoring and reporting at the field level.
- To monitor and report on the impact of decrees/restrictions, safety risks and other issues that affect women and girls’ access to health/education services and women’s participation in the workforce that impact project outcomes.
- To generate evidence, insights, and human-interest stories/case studies that explain gender-related results for donors.

To qualify as an advocate for every child you will have…
Minimum requirements:
Education:
- University degree (Masters or higher) in the social sciences or international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.
- Academic credentials in gender are a strong asse.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Work Experience:
- Minimum five years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming on gender and development in key issue areas that are the focus of UNICEF’s Gender Action Plan.
- Demonstrated experience in developing and managing gender equality initiatives within projects funded/supported by the World Bank and Asian Development Bank is essential.
- Experience of working on gender equality and GBV risk mitigation in areas of UNICEF programming such as Health, Nutrition, Education or WASH, including developing and utilizing context specific gender and adolescent girls programming tools and guidance is essential.
- Prior experience of working in Afghanistan or in an emergency context, particularly on gender and health issues, is required.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
