Job Description
Under the overall supervision of Resource Management Officer and the direct supervision of Finance Officer, the Finance Assistant will be responsible for the following duties:
Responsibilities
Financial Resource Management
Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
- Responsible for the Petty Cash of the office
Budget Preparation and Monitoring
Assist in preparing annual budget submission and revisions, including estimating staff costs, rental and utilities, office equipment and supplies, printing, and other contracts, services, or running expenses.
Assist in the preparation of budget, accounting, financial, statistical reports, and other reports as required.
Assist in financial monitoring of projects.
Assist in following up on the timely clearing of project commitments and reflecting them in financial reports.
Data Management and Analysis
Extract and input data from various sources in financial or accounting systems.
Assist in analyzing financial data related to all activities across the mission.
Financial Reporting and Compliance
Assist in the preparation of IOM Donor Financial reports in accordance with IOM and Donor guidelines, and support addressing related comments from RAS and RO.
Assist in providing guidance on accounting, budget, and financial-related issues.
Assist in implementing office costs projectization and follow-up for any related issues.
Assist in issuing the IOM donor invoice.
Assist in Donor, Internal, and External audits.
Assist in clearing outstanding issues related to Project Balance Reviews (PBR).
Payment Processing and Verification
Perform review of all types of payments, from purchases to payment requests, verifying that they are duly authorized, and all supporting documents are attached.
Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered.
Ensure proper and systematic completion of all posted payments and other accounting documents according to established standards.
Payroll and Staff Support
Assist in the preparation of the payroll by executing validity checks on monthly payroll results.
Provide assistance to all staff services such as document retrieval, travel, follow-up commitments, cash payments, etc.
Assist the Program Managers with providing verification of financial expenditure and perform required recording and allocation in accordance with IOM regulations and established procedures in coordination with RMO and Finance Officer.
Perform other related duties as required
Qualifications
- High school degree/certificate with minimum five years of relevant work experience; or, Bachelor’s Degree from an accredited institution
Excellent communication skills in English and
Previous experience in an international, humanitarian/development organization and/or in capacity building initiatives is an advantage
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality
Strong Computer skills especially in Ms Excel, Word and Outlook
Ability to pay close attention to details and work with minimal supervision
Ability to work under pressure and meet deadlines
Ability to work effectively and harmoniously with a team of colleagues
Time Management and planning for accounting cycles
Able to set up internal record tracking
Excellent operational, organization and communication skills.

Clearly communicates, and listens to feedback on, changing priorities and procedures
Strong computer skills - Word, Excel and Internet and experience with accounting systemsis advantageous
ORACLE experience is an advantage
Required :
For this position, fluency in English and French is required (oral and written).
