Job Description
Nature of the consultancy:
Provision of research and policy expertise in the context of the Climate Change and Migration Data Project (CCMD), funded by the Ministry of Foreign Affairs of Denmark.
The "Climate Change and Migration Data Programme for North, East, West and Central Africa," funded by the Ministry of Foreign Affairs of Denmark, aims to tackle the interconnected challenges of climate change, environmental degradation, and human mobility in Egypt. The project implements key activities to build community resilience and address such pressing issues effectively.
By developing sustainable and impactful mechanisms, the project seeks to empower vulnerable communities cope with climate change, protect migrants’ rights, and enhance population’s ability to withstand environmental changes and degradation. In line with IOM’s approach, it focuses on providing technical support and resources to strengthen public awareness, equipping communities with the knowledge and tools needed to navigate climate-related risks and challenges.
Through innovative strategies, the project aims to deliver tangible results by enhancing preparedness, reducing risks, and fostering social, economic, and health resilience in the face of an evolving climate landscape.
Accordingly, IOM aims to recruit a qualified consultant to conduct a comprehensive study on the social impact of climate change on Human Mobility across Egypt’s governorates, producing evidence-based recommendations to inform and influence Egypt’s national efforts to mitigate and adapt to the effects of climate change and environmental degradation.
The consultant will be responsible for conducting desk reviews, data analysis, and field research; engaging with relevant stakeholders from government, academia, and civil society. In addition, the consultant will conclude with developing a comprehensive analytical report presenting policy and programmatic recommendations contributing towards increased resilience of the population in Egypt, through an Inclusive, gender-sensitive, and rights-based approach, ensuring that the perspectives of vulnerable groups, including migrants, women, youth, and persons with disabilities, are adequately represented. The findings will contribute to advancing data-driven policymaking, climate-resilient planning, and community-based adaptation efforts across Egypt.

First Deliverable – Output 1: Research and Data Analysis
Description:
Provide an overview on climate change impacts, including sea level rise, water resources, high temperature, torrential rains and storms, and urban sprawl on rural areas, across Egypt’s governorates.
Identify risks of above climate change events on livelihoods of numerous communities, including fishermen, farmers, and urban residents
Analyze internal human mobility patterns and trends, identifying high-emigration areas due to climate pressures and potential destination zones.
Utilize demographic and socio-economic data to assess population vulnerability, and potential human mobility flows.
Analyze socio-economic risks of climate change including impacts on health, education, gender relations, and livelihoods.

Second Deliverable - Output 2: Policy Development and Stakeholder Consultation
Description:
Draft a policy paper with actionable recommendations for integrating human mobility into Egypt’s efforts to adapt to climate change and environmental degradation, including the below actions:
Propose targeted adaptation and mitigation strategies to support populations affected communities, including measures to strengthen resilience and create alternative livelihoods in high-risk areas.
Based on research findings, propose policy recommendations for governments and international organizations to effectively manage human mobility and climate change socio-economic impacts
Payment: Second instalment – USD 2,500

Final Deliverable – Output 3: Final Report and Advocacy Brief
Description:
Facilitate consultations with government entities, UN agencies, civil society, and other key stakeholders to validate findings and recommendations.
Deliver a final policy paper and advocacy brief to be used by IOM and partners in their engagement with the Government of Egypt.
Payment: Third and final instalment – USD 3,000 (≥ 25% of total contract value)

Delivery of a comprehensive, evidence-based study covering governates affected by climate change, within the agreed timeline.
Development of actionable policy recommendations.

Qualifications
- MSc degree climate policy, migration studies, environmental governance, or related field
- Demonstrated expertise in climate change adaptation, migration dynamics, and policy development
- Minimum 5 years of work experience in related fields.
- Proven experience conducting large-scale, research and producing high-quality policy outputs.

Strong knowledge of Egypt’s climate, socio-economic, and policy landscape.
