Background:

Access to safe drinking water remains a critical public health challenge in Borno State, where water contamination, inadequate chlorination, and poor household water management contribute to high rates of waterborne diseases, particularly diarrhea among children under five. Cholera remains endemic, with Maiduguri Metropolitan Council (MMC) and Jere Local Government Areas (LGAs) recording over 5,800 cases in 2024 alone. These areas host large concentrations of vulnerable populations, including internally displaced persons (IDPs) and urban poor, totaling approximately 1.5 million people. Recent floods have further damaged water infrastructure, exacerbating risks.

To address these challenges, UNICEF and GiveWell are piloting In-Line Chlorination (ILC) systems at communal water points in MMC and Jere, complemented by Water Safety Planning (WSP) and community-level water treatment practices. The pilot will install nine ILC devices on selected reservoirs and distribution points, including flood-affected areas. This intervention is expected to directly benefit over 212,800 people through chlorinated water supply.  The approach leverages existing UNICEF WASH infrastructure and government systems for sustainability. Twenty caretakers, pump operators, and RUWASSA water-quality officers will be trained in device operation, chlorine dosing, and routine monitoring. Community engagement will involve sensitization campaigns, focus group discussions, and mass communication to promote acceptance of chlorinated water and address misconceptions.

Purpose of the Assignment

The purpose of this assignment is threefold with an overall objective to evaluate technical performance, user adoption, and health impact of in-line chlorination (ILC) systems in improving access to safely managed drinking water, reducing microbial contamination, and lowering WASH-related disease incidence among households in Maiduguri and Jere LGAs over a 16-month period.

Deliverables/Outputs

• Inception Report detailing the assessment framework including sampling strategy, geographical coverage, and timeline. The inception report should detail the expected workdays required for each step. The inception report shall be approved WASH manager
• Baseline (development of assessment tools, develop and implement a detailed data collection, cleaning/verification and real time analysis strategy that will ensure data being collected and finalization of the tools and the checklist. Develop reporting template that includes water safety assurance plan.
• Midline (Review and update indicators from the baseline, develop a framework based on capacity need assessment, identify operational challenges and provide community feedback. Submit report on performance
• Endline (Data collection and analysis: primary quantitative and qualitative data collection, analysis using standard statistical software and presentation of the preliminary findings, organize a stakeholder validation workshop of evaluation findings. Finalized the evaluation report, brief and infographics. 
• A draft report and final evaluation report
• Final report which includes evaluation brief and infographics

To qualify as an advocate for every child you will have… 

Minimum requirements:

• Advanced Degree in Construction Management, Development Studies, Economics, Public Health, Community Health, Public Administration, Engineering, Environment, Climate Change and any other related field. Some experience in climate resilience work would be highly desired.
• Relevant work experience can be considered as a substitute for a higher degree.
• The consultant shall have a minimum of 5 years’ experience in national and sub-national work in the WASH sector with skills in WASH-related assessments, statistical modelling, survey design, and policy-level analysis. He brings strong technical expertise in monitoring and evaluation, expenditure tracking, intervention profiling, and geospatial mapping of WASH services across Nigeria.
• Language: Fluency in English (verbal and written) is required. Fluency in Hausa language is an asset, and an added advantage.
• S/he should also have a solid writing skill in English language, with evidence of having done similar kinds of work at the national and sub-national level in the past.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
