Job Description

As part of the Mobi-TRE project and based on the needs identified during the diagnostic phase, IOM is implementing a series of workshops targeting institutional partners. These workshops complement existing mechanisms for the promotion and development of investment, with particular attention given to investments linked to Tunisians Residing Abroad. Within the framework of this activity, IOM supports the Tunisian government in developing a communication strategy aimed at fostering the engagement of Tunisians Residing Abroad. This strategy seeks to establish a structured, transparent, and participatory dialogue; to support public institutions in adopting clearer, more accessible, and more coherent communication approaches regarding policies, services, and opportunities; and to develop sustainable mechanisms that facilitate two-way information exchange, as well as regular interaction between government institutions and Tunisians Residing Abroad.

Responsibilities

Category B Consultant hired to deliver outputs related to the TRE Communication Strategy development on a four-instalment payment basis:

  1. First deliverable – Inception Report and Stakeholder Consultation Plan:

    • Deliverables:

      • Desk review and situational analysis of institutional context and TRE engagement

      • Identification of existing communication initiatives and international best practices

      • Draft report summarizing key findings, challenges, opportunities, and preliminary recommendations

      • Stakeholder consultation plan (targeted stakeholders, priority questions, consultation modalities, and schedule)

    • Deliverable by email by 11 February 2026

  2. Second deliverable – Stakeholder Consultation Tools and Draft Strategy Outline:

    • Deliverables:

      • Structured questionnaire and discussion guide for stakeholder interviews and focus groups

      • Preliminary draft of the TRE Communication Strategy based on desk review and consultations

      • Presentation summarizing main findings and proposed strategic approach

    • Deliverable by email by 4 March 2026

  3. Third deliverable – Draft TRE Communication Strategy and Workshop Presentation :

    • Deliverables:

      • First complete draft of the TRE Communication Strategy reflecting feedback from consultations

      • Presentation for Mobi-TRE workshop (including institutional and diaspora representatives)

      • Incorporation of workshop inputs into strategy revision

    • Deliverable by email by 02 April 2026

  4. Final deliverable – Final TRE Communication Strategy ready for publication:

    • Deliverables:

      • Finalized TRE Communication Strategy, including:

        • Vision, objectives, and guiding principles

        • Strategic communication framework (digital/social media strategy, key messaging, narrative approach, communication protocols)

        • Communication channels and tools

        • Governance and coordination mechanisms

        • Monitoring, evaluation, and learning framework

        • Risk analysis and mitigation measures

    • Participation in finalization workshops as required

    • Deliverable by email by 12 May 2026

Qualifications

Education
  • University degree in Communication, Public Policy, Migration Studies, International Development, Social Sciences, or a related field from an accredited academic institution.

    • An advanced degree is an asset.

Experience
  • At least 5 years of professional experience in strategic communication, diaspora engagement, public sector communication, or stakeholder/community engagement.

    • Strong knowledge of the Tunisian context (political, social, and economic) and understanding of issues related to the engagement of Tunisians residing abroad (TRAs), along with proven experience collaborating with government or public institutions in implementing communication and diaspora engagement activities.

      • Proven expertise in developing and implementing communication plans or tools to support public or international initiatives targeting the engagement of the Tunisian diaspora.

        • Demonstrated understanding of diaspora dynamics, government-diaspora relations, or migration governance.

        • Proven experience in designing strategies, frameworks, or communication tools for public institutions or international organizations.

        • Experience conducting stakeholder consultations, focus groups, surveys, or participatory co-design processes.

        • Familiarity with the North African region or the context of Tunisians residing abroad (TRAs) is desirable.

        • Excellent analytical, writing, and presentation skills.

        • Experience working on multi-partner and/or government-led projects is an asset.

        • Experience with the UN system is an asset.

        • Substantial experience in research related to diaspora engagement is considered a major asset.

        • Strong conceptual, analytical, and information-synthesis skills.

 
Languages
  • Fluency in French and Arabic is required; working knowledge of English is an asset.

 
Travel required
  •  The consultant will participate, as needed, in consultations and meetings both online and in-person in Tunisia, to ensure effective coordination with stakeholders.

    •  The consultant is expected to attend in-person two Mobi-TRE workshops, provisionally scheduled for February and April 2026. Exact dates will be confirmed upon contract signing. 

      • For consultants not based in Tunisia, all costs related to travel, accommodation, and per diem for participation in these workshops must be fully included in the financial proposal.
