Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Programmes (Recovery & Development), and in close coordination with Regional Thematic Specialists at the Regional Office in Vienna and relevant Divisions/Departments/Units at Headquarters, the Programme Officer (Peace and Recovery) for the Transition and Recovery Unit (TRU) will be responsible for managing, coordinating, and overseeing the activities of TRU in IOM Ukraine.
The successful candidate is focused on maintaining and building the capacity of the unit’s personnel, liaising with relevant partners, government officials, and donors, effectively implementing projects and project activities within the unit’s field, and providing strategic direction for the unit’s development. The TRU is currently comprised of three main programmes: (a) Community Participation and Cohesion, (b) Peace, Security and Human Rights, and (c) Veterans’ Reintegration. The thematic areas of work encompass community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice.
Responsibilities
- Oversee the effective development and implementation of TRU by exercising administrative, operational and financial management responsibility for relevant projects.
- Provide operational management, guidance and technical supervision to TRU national and international staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
- Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of TRU projects and activities, keeping abreast of new trends and opportunities.
- Identify priorities arising during programme implementation and coordinate the design and contribute to the development of new projects and activities based on a solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the COM, Head of Programmes (Recovery & Development), Regional Office, relevant Units at HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
- Ensure that the key programmatic directions are shared with international stakeholders, including donors, to maximize impact, minimize overlap and stimulate funds mobilization for new programmes.
- Ensure timely and quality preparation and submission of all programme reports, in close coordination with Programme Support Unit, Budget & Finance Unit, and Head of Programmes (Recovery & Development) of CO according to requirements of IOM, donors and relevant stakeholders.
- Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.
- Monitor progress against strategic objectives and programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with the M&E Officer of CO.
- Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and the donor’s contractual requirements, interests and expectations.
- Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the CO.
- Guide, monitor and follow up with relevant staff in support of the Country Office’s strategic inputs and key decisions, including substantively contributing to the development of the Country Programme. Ensure programmatic coherence and strategic alignment across IOM Ukraine’s portfolio in the areas of veterans’ support, community cohesion and the prevention and response to human rights violations. Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
- Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
- Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
- Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing and new programmes in close coordination with relevant Country Office and Regional Office units (including M&E, Information Management, Programme Support and Data teams) to ensure coherence, interoperability, data quality and alignment with IOM and donor reporting requirements.
- Undertake travel duties nationally or internationally, as required, including regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political Science, Development Studies, Peace and Conflict Studies, Human Rights, Public Policy, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Minimum five years (seven with Bachelor’s) of progressively responsible experience in programme management within recovery, stabilization, peacebuilding, governance, or development programming in fragile, conflict-affected or post-conflict contexts;
- Demonstrated experience managing multi-donor, multi-thematic programme portfolios, including strategic planning, budgeting, implementation, monitoring and reporting;
- Proven experience in programme design and resource mobilization, including development of results frameworks, logframes, budgets and donor proposals;
- Experience working with institutional donors (e.g., UN pooled funds, EU/ECHO, USAID/BHA, bilateral donors), including compliance with reporting, visibility, and contractual requirements;
- Experience liaising with government authorities, diplomatic missions and senior counterparts, including in politically sensitive and complex environments;
- Experience in recovery, stabilization, peacebuilding, social cohesion, reintegration, or governance programming, including work with displaced populations, conflict-affected communities, veterans or ex-combatants;
- Demonstrated experience in results-based management, monitoring and evaluation, including use of indicators, baselines, targets and performance tracking; and,
- Experience supervising, mentoring and building the capacity of national and international staff in a multicultural setting.
Skills
- Strong leadership and team management skills, with the ability to lead multi-disciplinary teams and manage performance in complex operating environments;
- Sound understanding of humanitarian–development–peace (HDP) nexus programming, including transition from emergency response to early recovery and longer-term development;
- Knowledge of Ukraine and/or Eastern Europe regional dynamics, including displacement, recovery, and social cohesion issues, is an advantage.
- Excellent programme and portfolio management skills, including planning, prioritization, financial oversight and risk management;
- Proven ability to engage strategically with donors, government counterparts, UN agencies and civil society, and to build and maintain high-level partnerships;
- Strong analytical, drafting and presentation skills, including the ability to prepare donor-grade reports, proposals and strategic briefs;
- High level of political and conflict sensitivity, with demonstrated ability to operate in fragile, volatile and politically complex environments;
- Sound knowledge of results-based management, monitoring and evaluation systems, including use of data for programme steering and accountability;
- Good knowledge of UN systems, coordination mechanisms and humanitarian–development frameworks;
- Strong negotiation and communication skills, including in inter-agency and government settings;
- Ability to work under pressure, manage competing priorities and meet tight deadlines; and,
- Excellent interpersonal skills and ability to work in a multicultural, multi-stakeholder environment.

IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian is an advantage.
