For every child safety, 

Under the direct supervision and guidance of the chief Child Protection section, and within delegated authority, the Child Protection Specialist will be responsible for:
- Coordinating and strengthening the Monitoring and Reporting System for Haiti, ensuring sustained and effective monitoring of grave violations against children (CAAC) across Field and Regional Offices.
- Managing MRM information and reporting, including receipt, analysis, compilation, and transmission of relevant data to the Chief of CP for review and validation before transmitting to the technical working group and the CTFMR co-lead.
- Promoting partnerships and coordination within the Haiti Country Office, the MRM technical WG, and with Regional and Headquarters offices technical staffs, under the guidance of the chief Child Protection as the focal point for MRM-related interactions.
- Supporting child protection actions in emergencies, including measures to address grave violations and programming for children affected by conflict or crises.

How can you make a difference? 

The key services and tasks to be provided/undertaken during this temporary appointment, under the guidance of the chief Child Protection, is as follow:
- Support the Country Task Force on Monitoring and Reporting (CTFMR) Secretariat by coordinating meetings, follow-up activities, and the work of the Joint Technical Working Group on MRM implementation.
- Implement the Monitoring and Reporting Mechanism (MRM) pursuant to Security Council resolution 1612 (2005), including monthly compilation, review, verification, and uploading of all MRM cases in the Haiti MRM Database.
- Ensure collaboration with other monitoring mechanisms, including MARA and Human Rights systems, to strengthen reporting and response.
- Prepare and coordinate reports and briefings on behalf of the CTFMR Secretariat, including Security Council reports, the quarterly Global Horizontal Note (GHN), contributions to the Secretary-General’s Annual Reports on Children and Armed Conflict (CAAC), and periodic inputs to the Office of the SRSG- CAAC and other relevant UN institutions.
- Keeps CTFMR co-chairs and, as required, MRM donors, informed, in coordination with the Chief Child Protection, of CAAC developments in Haiti, including regular follow-up on the security situation and preparation of timely, concise one-page briefs for management on issues affecting children.
- Contributes to fundraising, fund management, and reporting for MRM-related projects, ensuring resources are well-engaged and timely reports are provided to donors.
- Supports the mainstreams child protection and CAAC concerns in the Haiti context across all UN mission activities, including BINUH and the newly Security Council-approved Gang Suppression Force (GSF). Ensures child-conscious approaches in operations, police, and other security actor engagements, particularly in gang-affected areas.
- Strengthens partnerships and coordination with UN and humanitarian actors (Child Protection, GBV, Education), including community-based child protection networks, to improve reporting, verification, response, and advocacy.
- Liaises with the Office of the SRSG to establish and operationalize the Group of Friends on CAAC, aimed at strengthening advocacy, promoting joint action, and raising awareness on child protection and CAAC issues.
- Works with national authorities, particularly the Haitian National Police (HNP), to strengthen child protection capacity and support the handover protocol, ensuring children associated with armed groups are safely transferred to protection services during security operations and their rights fully respected.
- Engages in field missions and joint assessments as directed, ensuring up-to-date information sharing on the rights of the child and integration of child protection risk-mitigation measures in operations.
- Provides technical leadership for quality CPiE programming, including for children associated with armed forces and armed groups (CAAFAG), linking monitoring and reporting with timely, child- centered responses.
- Perform other duties as assigned by the Chief of the Child Protection Unit.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education: An advanced university degree (master’s degree or equivalent) in political science, international relations, law, human rights, social sciences or a related area is required.

Work Experience: A minimum of five years of progressively responsible experience at the national or international levels in human rights, political affairs, international relations or law, including in the promotion and protection of the rights of the child in accordance with international standards, is required.

  • Experience in the use of monitoring and reporting tools on child violations such as the Monitoring and Reporting Mechanism (MRM) is desirable.
  • Experience working in or in support of a field operation of the United Nations Common System (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or a comparable international organization is desirable.
  • Experience in analyzing socio-economic, political and security information impacting on the protection of children is desirable.
  • Experience in drafting analytical high-level reports on child rights such as Global Horizontal Notes is desirable.
  • Experience in armed violence, conflict or post-conflict setting is desirable

Skills: 

Specific Technical Knowledge Required
- Advanced knowledge of the MRM/CAAC and specific role of UNICEF in this respect.
- Advanced technical knowledge of theories, principles and methods in child protection emergencies, related to the MRM and CAAFAG programming, and in the use of data and indicators in child protection/CAAC.

- Knowledge of global human rights issues, specifically relating to children and women.

Language Requirements: Fluency in French and English are required. Knowledge of another UN official language is considered an asset.
