UNICEF Mali is seeking the support of a qualified Child Protection (Officers) with a strong knowledge on MRM implementation for 1 year support in Monitoring and Reporting of grave child rights violations. Within the delegated authority and under the direct and technical supervision respectively the Chief Field office and the Child Protection Specialist (MRM) P4 or his/her designated mandated representative(s), the Child Protection officers MRM will provide support related to UNICEF Mali country office’s obligations and commitments in relation to the SCR 1612 (2005) children and armed conflict mandate to enable the Mali CTFMR to implement all duties as required.

Purpose of the post:
The Monitoring and Reporting Mechanism (MRM) was established in Mali in 2013, following the listing of three armed groups in the UN Secretary-General’s 12th Annual Report on Children and Armed Conflict, for the recruitment and use of children and for rape or other forms of grave sexual violence against children. After the Mission’s withdrawal in 2023, UNICEF Mali, together with the Resident and Humanitarian Coordinator, now co-chairs the Country Task Force on Monitoring and Reporting (CTFMR). The CTFMR oversees monitoring and documentation of the six grave violations, contributes to reports such as the GHN and the Secretary‑General’s CAAC report, and leads high-level advocacy.

To qualify as an advocate for every child you will have…
Minimum requirements:
Education: An university degree (Bachelor’s) in Political Science, Social Sciences, International Cooperation, Law, Psychology, Humanitarian Assistance or other related fields, preferably with specialization in policy and development, Programme planning, monitoring and evaluation and/or CPiE.* A professional license from internationally recognized institutions is an asset.
Work Experience: A minimum of [2] two years of professional work experience at national levels in child protection, including MRM and child protection in emergencies
Language Requirements:
- Fluency in French is required, and good working knowledge of English is an asset.
- Knowledge of another UN language or a local language is an asset.
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Previous professional experience in an UN system agency, in human rights and/or child rights monitoring and reporting
- Advanced technical knowledge of the MRM, including on the specific role of UNICEF within the MRM
